Aquino’s China visit to focus on trade, investments

PRESIDENT Benigno Aquino III and Chinese officials will focus their discussion on matters of trade and investment during the Philippine leader’s five-day visit to the People’s Republic of China next week.
Department of Foreign Affairs Assistant Secretary Cristina Ortega, in a press briefing Wednesday, said the meeting between the two head of the states is expected to be cordial and cooperative.
“This is a state visit. This will be a meeting between the two heads of state. I don’t think that we will be there discussing the, for example, West Philippine Sea saying to the other president ‘this is ours’ and then, the other president would also say, ‘no, this is ours’. I don’t see them doing this because this is confrontational,” said Ortega.
She said the only chance she could see that the territorial dispute might be brought up is in the joint statement between the Philippines and China that will be crafted during and after the state visit.
“I would assume there will be a line or two in the West Philippine Sea,” she said.
However, she stressed that there would definitely be no special agreement between the two countries since the issue also involved other claimant countries and the President is pushing for a multilateral approach to solve the problem.
She said Foreign Affairs Secretary Albert del Rosario already discussed the issue with his counterpart, Foreign Minister Yang Jiechi.
“And, at that time, both of them discussed all these and, of course, we have agreed to disagree because both countries are claiming, you know, areas especially the Kalayaan Group in the South China Sea and, of course, the Recto Bank,” she said.
“We have agreed to open the lines of communication and that we will go on talking to each other and would try to hope and start, you know, on a step-by-step basis on the commonalities of both,” she added.
She also said that President Aquino earlier stand on raising the issue on territorial dispute before the United Nations Convention on the Law of the Sea (Unclos) will not be discussed in the visit.
The Philippines in the past months complained about the seemingly aggressive actions of China in staking its claim in the disputed Spratly Islands.
Aquino earlier disclosed that there have been at least nine incursions in the Philippines-claimed territory in the Spratlys.
The President, together with his lean delegation of only 13 Cabinet members, will visit Beijing, Shanghai, and Xiamen from August 30 to September 3.
“The theme of this visit is people-centered partnership because it will highlight the centuries of old friendship between the Philippines and China and our desire to promote more exchanges between our people as this will bring about better understanding between our two sides,” said Ortega.
Ortega said among the activities the President will undertake during the visit include meetings with Chinese President Hu Jintao, Premiere Wen Jiabao and Chairman Wu Bangguo of the National People’s Congress.
The President will also keynote three important fora: the Philippine-Chinese Economic and Trade Forum in Beijing, High Level Forum with Yangtze River Delta Government Officials and Business Enterprises in Shanghai, and the Philippine-Fujian Business Conference in Xiamen.
He is also expected to sign six agreements, which include Joint Statement (PH-PROC) on the West Philippine Sea, the Philippines-China Five-Year Development Program for Trade and Economic Cooperation, a memorandum of understanding (MOU) between the PCOO and State Council Information Office on Friendly Exchanges, an MOU on Sports Cooperation, Implementing Program on the MoU on Tourism and Exchange of Letters on the Executive Program of the Philippines-China Cultural Agreement.
Aside from these, the President will hold one-on-one meetings with selected Chinese businessmen to promote the government’s Public Private Partnership (PPP) program.
He will also join the Filipino community in each of said cities to personally get an overview of their situation.
Ortega said there are 12,700 Filipinos living and working in various cities in the China.
President Aquino will also attend the state banquet that will be hosted by Hu Jintao.
In Shanghai, Aquino will visit the Liwayway company, a Philippine company doing business in city. Liwayway is the makers of Oishi products.
In Xiamen, the President will visit Hongjian Park where the Sino-Philippine Memorial Hall has been constructed in honor of President Cory Aquino.
Aside from his Cabinet men, the President will also be joined by more than 200 businessmen who will look for investment, trade and tourism opportunities between China and the Philippines. (Sunnex)
