Arroyo cries ‘unfair’ over plunder case

ippine National Police (PNP) should have at least given him a chance to present documents regarding the alleged anomalous sale of second-hand helicopters before it filed a plunder case against him.
“Mr. Arroyo was never informed or notified by the CIDG-PNP of any investigation. Mr. Arroyo was never given an opportunity to be heard or to present any statement, document, or position paper by the CIDG-PNP. As usual, the constitutional rights of Mr. Arroyo were trampled upon,” Arroyo’s lawyer, Innocencio Ferrer, told Sun.Star in a text message.
“Mr. Arroyo has referred this matter to his lawyers who will respond in the proper forum,” he added.
Last Friday, PNP’s Anti-Fraud and Commercial Crimes Division chief Senior Superintendent Edgar Danao filed plunder charges against Arroyo after he allegedly sold two Robinson R44 helicopters as brand new to the police force in 2009. The choppers have already been used during the campaign of his wife, former President Gloria Macapagal-Arroyo, for the 2004 elections.
The PNP also filed charges against its former chief, Jesus Verzosa, who approved of the deal; and former Interior and Local Government Secretary Ronaldo Puno. The case was filed with the Office of the Ombudsman.
Private individuals named as respondents in the plunder cases included Manila Aerospace Trading Corp. General Manager Hilario de Vera, Lionair Inc. owner Archibald Po, and Asian Spirit, Inc. Director Renato Sia.
The plunder case was filed despite the statement released by Negros Occidental Representative Ignacio “Iggy” Arroyo, the former First Gentleman’s brother, who claimed that it was the Arroyo family owned company, LTA Inc. (Lourdes T. Arroyo), who leased the helicopters from Po.
The Arroyo brothers have snubbed the invitations of the Senate Blue Ribbon Committee to attend its investigation of the chopper controversy.
Senator Panfilo Lacson said another set of charges may be filed against Arroyo as the PNP’s filing of plunder does not prevent the Senate from filing a different set of criminal complaints based on the evidence presented during the Senate Blue Ribbon committee hearings.
“We may likewise opt to include more individuals like Negros Occidental Rep. Ignacio Arroyo, Atty. Lope Velasco, and Rowena del Rosario at least for perjury and/or falsification of public and private documents,” added Lacson.
Lacson says “it is payback time” for the abuses he engaged in during his wife’s nine-year term.
Senator Francis “Kiko” Pangilinan advised the former First Gentleman to prepare well for his defense as “no one is above the law, not even the husband of a former President”.
“And when the time comes, neither is a former President,” he said referring to former President Arroyo who is also facing separate charges before the Office of the Ombusdman.
Malacanang, for its part, expressed hope that the plunder case will strengthen the government’s commitment of accountability.
“It is clear that there was a procurement and that there was a misrepresentation to the status of the good that were procured. Umaasa kami na gumulong ang hustitya doon sa usaping ito,” Deputy presidential spokesperson Abigail Valte said over government-run dzRB radio. (Kathrina Alvarez/Sunnex)
