Barangays, local governments urged to draft collection scheme

CITY OF SAN FERNANDO — Fourth district Board Member Nestor Tolentino has filed a resolution urging barangay officials and heads of local government units (LGUs) to draft their respective schemes on the proposed P2 per day per household garbage collection fee.
The daily collection to be imposed on more than 293,000 households all over Pampanga with the exception of two cities and one town is expected to help in the P202 million fees the Metro Clark Sanitary Landfill or Kalangitan is collecting from the Provincial Government for garbage disposal.
In his privilege speech that accompanied his resolution, Tolentino said while municipalities in the province generate “tons and tons of garbage, it was important that these garbage generators share a little to the funds for garbage disposal.”
“It is cheap and is just equivalent to a stick of cigarette,” he quipped.
He said that after a meeting with Governor Lilia Pineda and Kalangitan officials last July 12, the Provincial Board came up with the proposal to enjoin municipalities in contributing portions of their development funds.
“But it was still insufficient so we looked for other solution and came up with idea of collecting P2 per household per day,” said Tolentino, who also chairs the Provincial Board environment and natural resources committee.
“We have made the necessary computations to meet the P202 million we pay Kalangitan yearly, tipping expenses included. At P2 per household per day, we could pool about P240 million per year. The amount will come from households and does not include business and industrial establishments. We are currently formulating some things as to frequency of collection and how collect the said amount,” he added.
He asked that the Provincial Solid Waste Management Board be convened immediately to help in mapping out the collection scheme.
“We must now cascade this down to the barangay and municipal levels for them to craft their respective schemes which will suit them best,” he said.
Tolentino told Sun.Star Pampanga that the schemes will be assessed by the Provincial Board for transparency to avoid corruption.
“It will be up to them to devise the scheme as to the frequency of collection since daily might be too tasking and as to who the municipal treasurer will deputize. Still, it must be foolproof to avoid corruption,” he said.
