Budget department to issue stricter intelligence fund rules

THE Department of Budget and Management (DBM) will soon release new guidelines to tighten the use of Confidential and Intelligence Funds (CIFs).
“Once the new rules are released, all CIF fund uses will be subject to strict liquidation. Mere certification of CIF fund uses will not be allowed,” Budget Secretary Florencio Abad said.
The issuance of new guidelines came after former Philippine Charity Sweepstakes Office (PCSO) general manager Rosario Uriarte admitted diverting the agency’s intelligence funds to pay for blood money of incarcerated overseas Filipino workers, and to cover expenses for relief operations and assistance during calamities, with the full knowledge and approval of then President Gloria Macapagal-Arroyo.
In a July 7 Senate hearing, Uriarte confessed that she was able to get the approval for the release of intelligence funds to PCSO by personally handing the requests to Arroyo.
She added that the agency appropriated the intelligence fund to bring down illegal numbers game operations.
“First of all, it is already questionable for PCSO at that time to have a CIF, purportedly for anti-illegal gambling operations. PCSO officials and staff aren’t even soldiers or criminal investigators,” Abad said.
“What’s worse is that the supposed PCSO CIF was used not for intelligence operations, and that they circumvented proper processes to expedite the release. The funds may have been used for seemingly noble purposes, but the P325-million release in those three years under the previous administration was done in a vulgar fashion,” he added.
Section 22 of the 2010 General Appropriations Act states that CIFs may only be released upon approval of the President, and that at least 80 percent of CIFs shall be used for field operations.
Departments and agencies using CIFs shall submit to the Senate President, House Speaker and Commission on Audit chairman a quarterly report on the accomplishments in the use of confidential and intelligence funds.
Abad noted that the P160-million CIF released by PCSO in 2010 alone was a little larger than the combined P157.4-million CIF budget of the Department of National Defense and Armed Forces of the Philippines during that same year; and only a few millions smaller than the P164-million CIF budget of the Department of Justice and its attached agencies.
On the issue of donations to bishops, President Benigno Aquino III said even though the bishops already apologized for accepting luxury cars from the past administration, the Senate investigation should continue.
“Government funds cannot be used for the promotion of a specific religion,” he said.
He said he will seek the advice of his legal team on what appropriate actions to take. (Sunnex)
