Comelec to consider proposal to use voter’s IDs vs ‘ghost’ soldiers

THE Commission on Elections (Comelec) will need time to consider a proposal by a Cebu congressman to require all soldiers to get voter’s
IDs and use those as a requirement for claiming their salaries.
Cebu City Representative Tomas Osmeña has proposed to have all members of the Armed Forces of the Philippines register as voters and to use Comelec’s biometric data to weed out “ghost” soldiers on the military payroll. The suggestion was made earlier this month at Ho
use deliberations on the proposed budgets for the Department of National Defense and the AFP.Senator Franklin Drilon asked Comelec officials, at the Senate for a
budget hearing Wednesday, about the proposal since Osmena’s suggestion “would necessarily involve” the poll body. Drilon said the proposal may be problematic since the Comelec has only registered 60 percent of voters in its biometric system.
Comelec Commissioner Rene Sarmiento said the commission will also have to study the proposal since it will make voter registration mandatory.
The Omnibus Election Code, passed in 1985, holds that it is the
“obligation of every citizen qualified to vote to register and cast his vote.” Article V of the 1987 Constitution, however, says “suffrage may be exercised by all citizens of the Philippines not otherwise disqualified by law.”
Comelec Chairman Sixto Brillantes Jr. asked the Senate finance committee for 15 days to come out with a position paper on Osmena’s proposal and to submit other documents that the committee has asked for.
