Councilors back college president’s resignation
July 16, 2011
MULTI-sectoral clamor moved the Bontoc Municipal Council to approve a resolution pressing for the immediate replacement of Dr. Nieves Dacyon as president of Mt. Province Polytechnic State College (MPPSC).
Bontoc Councilor Jerome Tudlong said the council unanimously approved the resolution after faculty members and students of the MPSPC sought audience with members of the Municipal Council on July 11 to request their support for the replacement of the beleaguered academician.
The council also likewise received another petition from concerned sectors of the Bontoc community for the declaration of Dacyon as “persona non grata” or “unwelcome” in the municipality of Bontoc, on the grounds of derogatory statements she allegedly made against the Bontoc people.
Tudlong, in the council resolution, said Dacyon’s resignation will make room for an abler administrator to come in and repair the tattered reputation of the MPSPC.
A consensus affirming the school is mismanaged and a new management is in order was reached during the council deliberations.
The council last July 11 supported the demand of the MPSPC faculty members and students to try all lawful and peaceful means to persuade Dacyon to step down in order to calm the continuing chaos and tension gripping the college and the community.
The council also said the resolution would at least help ease the heated emotions of the faculty and students as well as the Bontoc community, which the councilors claim were inevitably dragged in the current talk of the town; restore order so normal classes could resume and avoid jeopardizing the education of the thousands of students enrolled in the school.
Tudlong said they furnished the resolution to the Board of Trustees of MPSPC after they reinstated Dacyon.
Dacyon maintained she resigned after a prefabricated resignation letter was literally shoved in front of her, forcing her to sign it.
The Bontoc council also furnished its support resolution to the Commission on Higher Education (Ched)-Cordillera, Ched chairman Patricia Licuanan, the House of Representative committee on education chairman, and the Senate committee on education chairman for their information and appropriate action.
Meanwhile, in a mass rally held recently, protesters signed a petition for interference to President Benigno Aquino III, claiming they already exhausted possible administrative avenues for their concerns to be heard.
Protesters accused Dacyon for being instrumental in the mismanagement of the school.
Dacyon, meanwhile, said in a press conference last week that she will not step down from office, stressing the accusations against her are merely rehashed issues by students and faculty members backed by influential politicians in the province.
She said the protesters, including the Bontoc community, are misinformed of the issues, which she will answer through peaceful dialogues and not through violent protests, as it may take precedent for resolution of issues in the school where for two weeks now have been faced by disrupted student classes.
Protesting students and faculty of the school remain unfazed though, as they stood firm on their decision to place the school in a lockdown.
Protesters said this is the only way to show Ched the real situation in the school and for the office to immediately act on the problem to avoid further disruption of classes.
Ched officials arrived in Bontoc on Friday to start the investigation called for by the school’s Board of Trustees.
