Creation of weigh scale technical working group sought

CITY OF SAN FERNANDO — Provincial Administrator Andres Pangilinan Jr. over the weekend called for immediate creation of a technical working group (TWG), which will oversee and coordinate moves to regulate overloading and the use of weighing scales purchased by Capitol.
After Friday’s dry run of the six weighing scales at Capitol, Pangilinan said there is a need to create a TWG composed of representatives from Capitol, Philippine National Police, Department of Public Works and Highways (DPWH), Land Transportation Office (LTO), North Luzon Expressway, Subic-Clark-Tarlac Expressway and concerned local government units.

Pangilinan was alarmed by discrepancies on provisions of Republic Act 8794 and rules governing the Anti-Overloading Law, as Capitol he said, would want to see the synchronization of weighing scales, protection of haulers from harassment, and the perfection of the “one ticket” scheme.
“It seems we have some concerns on the matter. Whether it is the gross vehicle weight we use or the 13.5 metric tons per axle load we will use, truckers and haulers are at a disadvantage and confused. We must immediately create a technical working group immediately to iron out the issues for the benefit of all stakeholders,” he said.
Pangilinan discussed in entirety the matrix used by DPWH and how LTO implements the law on its regulations based on its mandate, as well as how NLEx and SCTEx conducts its own which have become “controversial” lately.
Pampanga Truck Owners Association president Arnold Liwanag appealed to the body to expedite their request to clear up the issue since he said, quarry haulers are at th0e losing end.
“So which is which? Gross vehicle weight or per axle load? We should immediately create a group to tackle this while the Department of Science and Technology calibrates the weighing scales in order to synchronize them. Only proper legislation from Congress could change the existing laws. In the meantime, we must move to protect our stakeholders locally,” Pangilinan said.
On Tuesday, the body will meet again before formalizing a multi-partite agreement designed to curb overloading.
