Demolition of houses at TB Pavilion peaceful

ANGELES CITY — Police said the demolition of some 71 houses at the former Tuberculosis (TB) Pavilion in Marisol Subdivision, Barangay Ninoy Aquino, here was generally peaceful.
Senior Superintendent Danilo Bautista said peace and order was maintained and the demolition was supervised by a team of police officers belonging to the City Mobile Group and Women Unit.

On November 11, 2010, the Municipal Trial Court of Angeles City Branch 3 issued a demolition order directing Sheriff Luis Garry V. Rosario to demolish all improvements in the said property.
The sheriff scheduled the demolition on December 1, 2010, but did not push through because the defendants obtained a 20-day Temporary Restraining Order (TRO) from the Regional Trial Court.
The TRO expired on December 19, 2010, and the demolition was implemented by the sheriff last January 3.
The Angeles University Foundation (AUF) acquired the former TB Pavilion by virtue of a deed of donation executed by the Philippine Tuberculosis Society and the heirs of Don Emiliano J. Valdez in favor of the school on June 21, 2004.
In a press statement, AUF officials said the four-hectare property is being eyed to be the site of the university’s expansion projects committed to health, education and public service.
In preparation for the property’s development and to properly address the needs of the informal settlers, consultations and dialogues were conducted by the Local Urban Poor Affairs and Housing Office (Lupaho) of Angeles City from December 2004 to February 2005, the AUF officials stated.
The said property housed 386 families, 305 of whom readily moved to the relocation site at Barangay Sapa Libutad here.
The relocation site was purchased by AUF for P4.5 million and was subdivided into 400 lots at the cost of P500,000.
AUF spent another P1.83 million equally distributed to 305 families to assist them in the transfer efforts (P6,000 per family).
The Angeles City Government committed to provide another P1,000 per family to cover documentation expenses.
AUF also provided a truck for 10 days to facilitate their transfer to the relocation site.
The formal inauguration of the Sapa Libutad Resettlement Site and the drawing of lots were held on April 18, 2005, led by then Angeles City Mayor Carmelo F. Lazatin.
Since 2005, the Sapa Libutad Resettlement Site has been a recipient of various donations from AUF, including a community health center for P360,000; playground facilities for P105,000; sports equipment for P35,000; and other improvements (lighting, earth-filling and others) for P40,000.
Of the original 386 families, 81 refused to move out of the property.
After exhausting all diplomatic channels to convince the remaining informal settlers to move out of the property, AUF was compelled to bring the matter to the court. (Reynaldo G. Navales)
