Government: No need for anti-planking law

MANILA (Updated 3:09 p.m.) — Malacañang said Wednesday that there is no need to pass the anti-planking bill since existing laws can protect the public from any improper use of planking.
Presidential spokesperson Edwin Lacierda said, “We can always use existing laws and regulations to protect the public and protect that particular person doing the planking.”
Quezon City Representative Winston Castelo on Tuesday filed House Bill (HB) 5316 that seeks to ban “planking” or the act of lying down like planks in street protests, saying “life and limb are pretty much at risk” after student protesters disrupted traffic in Metro Manila Monday.
In Monday’s transport strike, militant youth group League of Filipino Students staged “planking sessions” along España Avenue in Sampaloc, Manila, to show support for the protest against oil price hikes.
“Planking is a form of freedom of expression that is guaranteed under the Constitution. You cannot be against oil price hikes but against protest forms that call for a stop to the hikes. We cannot be inconsistent in our proposals and actions,” Casiño said in a text message to Sun.Star.
Lacierda said without that law, authorities can correct a situation, adding the police can remove people blocking the streets.
He said the police have a right to take someone out if he or she causes tremendous traffic.
He also said planking on the streets may cause danger.
“Some people may not see you because you are too fair or you’re too dark when you are planking in the dark,” Lacierda said.
University of the Philippines student group Kaisa earlier defended planking, saying it is part of one’s freedom of expression.
Campus-based youth groups also assailed Castelo’s bill, calling it “ridiculous and anti-democratic.”
Carl Reyes, Sanlakas Youth spokesperson, said HB 5316 is “a cheap attempt at publicity.”
Reyes said Sanlakas Youth is planning to hold a planking activity in October 16 entitled “Facing Mother Earth: Mass Planking for Climate Justice” that seeks to popularize understanding of the climate crisis and ways to contribute in preventing more catastrophic effects of climate change.
