Government orders dismissal of Arroyo ally

MANILA — Malacañang has ordered the dismissal of Local Water Utilities Administration (LWUA) chairman Prospero Pichay Jr. and two other officials for alleged misuse of the agency’s funds.
Deputy presidential spokesperson Abigail Valte said Executive Secretary Paquito Ochoa Jr. has written the Department of Health (DOH), the parent agency of LWUA, regarding the dismissal order from the Office of the Ombudsman.
The DOH then ordered LWUA acting administrator Salvador Ner to implement the dismissal order, she added.
On July 4, Acting Ombudsman Orlando Casimiro ordered the dismissal from duty of Pichay and two other LWUA officials — acting administrator Daniel Landingin and acting deputy administrator Wilfredo Feleo — for their alleged unlawful disbursement of P480 million LWUA funds to acquire the Laguna-based thrift bank Express Savings Bank Inc.
Casimiro found all three liable for grave misconduct.
Valte said Pichay could still appeal the decision before the Supreme Court but his dismissal will be implemented immediately.
“He will be removed from post pending his appeal. But that does not foreclose his availment of legal remedies available to him that includes seeking relief from higher court,” she said.
Pichay, who is an ally of former President Gloria Macapagal-Arroyo, earlier said he will question the Ombudsman’s order before the Court of Appeals.
He scored Casimiro for the order, saying he was just trying to impress President Benigno Aquino III because of his plan to become the next Ombudsman.
Casimiro has been excluded from the shortlist of possible replacement of resigned Ombudsman Merceditas Gutierrez.
LWUA is a government-owned and controlled corporation (GOCC) with a specialized lending function mandated by law to promote and oversee the development of water supply systems in provincial cities and municipalities outside Metro Manila.
It was created through Presidential Decree 198, also known as “The Provincial Water Utilities Act”, which was signed into law on May 25, 1973. (Sunnex)
