Group reports open dump in Mabalacat

CITY OF SAN FERNANDO — A civic group from Mabalacat town has complained about the existence of an open dumpsite located in between two villages there.
In a letter, the group Boluntaryo (Sa Giyera Laban sa Gutom, Kahirapan at Kawalang Pag-asa) said there is an open dumpsite between barangays Tabun and Cacutud.
The group sent the letter to Central Luzon Environmental Management Bureau chief Lormelyn Claudio. Copies of it were also sent to the offices of Governor Lilia Pineda, the Provincial Board, Mabalacat Mayor Marino Morales, the Municipal Council of Mabalacat and the office of the Deputy Ombudsman in Central Luzon.
In a phone interview, Mayor Morales said he will order the town’s solid waste management team (SWMT) to check whether the site is really an open dumpsite.
Morales earlier ordered the closure of an open dumpsite in Barangay Manalit, even while the town’s garbage is being sent to the Metro Clark Waste Management Corporation or Kalangitan Landfill in Capas, Tarlac.
In a separate interview, Mabalacat SWMT officer-in-charge Jeffrey Santos said the area is not a dumpsite but a “transfer station”.
“It’s a transfer station where heavy equipment of the Municipal Government hauls garbage [that] will be sent to Kalangitan,” Santos said.
He said a materials recovery facility will be put up between the two villages soon.
Meanwhile, the letter of complaint was signed by Boluntaryo president Denver Singh along with 412 residents.
“Pagkatapos po ninyong ipasara ang open dumpsite sa Barangay Manalit at sa Barangay Tabun ay inilipat po nila ito sa nasabing lugar (at naging) ang bagong dumpsite,” the letter said.
“Ang lalong nakakalungkot po ay may mga dump truck na may dalang basura na galing ng Metro Manila ang nagtatapon dito,” it continued.
The letter also said heavy equipment of the Municipal Government is being used to dispose garbage there.
“Sa pamamagitan po ng sulat na ito ay aming hinihiling na inyong imbestigahan at papanagutin sa lalong madaling panahon ang lahat ng sangkot sa paglabag sa Republic Act 9003 (RA 9003) at kung meron pang ibang nilabag na batas,” the letter said.
RA 9003, or the Solid Waste Management Act of 2000, has ordered the closure of all open dumpsites in the Philippines.
