Lacson denies vendetta behind inquiry into P150-M check

SENATOR Panfilo Lacson denied Friday that personal vendetta was the reason behind his inquiry into the P150-million check deposited in the account of a former police man who implicated him in a double-murder case.
He said he did not bring up the check at a budget hearing of the
Anti-Money Laundering Council Thursday to imply that former police officer Cezar Mancao II had been paid to implicate him the murders of publicist Salvador Dacer and Dacer’s driver Emmanuel Corbito.

He said that he read in the news that he had accused Mancao of taking the
P150 million as a bribe but the senator denied this. He said he just wanted to find out if the photocopy of a check allegedly deposited to
Mancao’s account was authentic.
AMLC Executive Director Vicente Aquino has reportedly confirmed that Mancao owned the account the check was deposited to, and that the money had been credited.
But Mancao’s lawyer, Ferdinand Topacio has said the check was from a business partner.
Topacio, in a television interview, said the P150 million was not a bribe.
“If anyone were to bribe anyone else, they will not do so by using a check which leaves a paper trail,” he said, adding that Mancao would not have kept a bribe in an account under his own name.
He said that would have been “truly preposterous.”
Topacio added the account was held jointly by Mancao and business partner Teresa Abas. He said the check bounced for insufficient funds.
Lacson, in a radio interview earlier Friday, said the AMLC had already been looking at Mancao’s account even before he brought it up.
The senator meanwhile challenged Mancao to donate the P150 million to dengue patients in public hospitals if he can prove that the money exists.
The senator was implicated in the Dacer-Corbito twin murders, with Mancao saying he heard Lacson and former police senior superintendent Michael Ray Aquino planning the murders.
Lacson was head of the Presidential Anti-Organized Crime Task Force at the time, and both Aquino and Mancao were his subordinates.
The Court of Appeals junked the charges against Lacson in February, and the Supreme Court upheld that in June.
Before that, Lacson was a fugitive from justice for more than a year.
He disappeared days before a warrant was issued for his arrest, and only surfaced in Cebu in March. He said that he had been a fugitive from injustice. (Jonathan de Santos/Sunnex)
