Lawmaker signs agreement with Tesda for skills training

CLARK FREEPORT – Representative Aurelio Gonzales Jr. (3rd district, Pampanga) signed on Wednesday a Memorandum of Agreement (MOA) with the Technical Education and Skills Development Authority (Tesda) for the implementation of demand-driven skills training program.
The program is aimed at generating employment for the unemployed adults and youth of the 3rd district of the province.
The signing of MOA between Gonzales and Tesda Secretary Joel Emmanuel J. Villanueva was the highlight of the 1st Central Luzon Industry Forum held Wednesday.
This move came as only a fraction of the 3,000 industries in Central Luzon pick their workers out of the Tesda-trained workers.
“One reason is that their skills requirements are not being met, so there is a mismatch between graduates and the position of skill they have to fill. Second, there are very few individuals and institutions willing to help in skills training, especially the indigent constituents,” Gonzales said.
Since elected in office in 2007, Gonzalez has set aside P1.5 million from his priority development assistance fund (PDAF) yearly for short-term skills training programs designed specifically for his constituents who cannot afford to pursue regular two-year to five-year courses.
Tesda, for its part, has institutionalized partnerships with Gonzales under its I-Care (Invigorating Constituent Assistance in Reinforcing Employment) program, whose objective is to link activities relative to manpower development and to achieve resource complementation, effectiveness and efficiency in delivering developmental services to constituents of congressional districts.
Under the MOA, Gonzales will provide P1.5 million through his PDAF for the funding requirements, to defray the technical-vocational scholarship grants of constituents from his district.
Likewise, he will recommend training institutions and qualified scholars to Tesda, conduct periodic monitoring of ongoing training programs, and assist in the facilitation of graduates’ employment.
Tesda, on the other hand, will provide resource complementation, recommend to Gonzales qualified training institutions as technical-vocational providers, identify and recommend course programs that are key employment generators, ensure all trainings are implemented through a dual training system approach, and assist in facilitating the graduates’ employment.
Villanueva expressed his appreciation for Gonzales’ selfless efforts and his belief in technical-vocational courses as proven alternative for the so-called white-collared-inspired education.
In response, Gonzales vowed to keep on supporting the promotion of technical-vocational trainings and making sure that graduates produced meet the strict demands of industries that will absorb them in the employment pool.
The MOA signing was witnessed by Tesda Regional Director Teodoro M. Gatchalian and Provincial Director Benhur Baniqued.
