Mandatory evacuation of Filipinos in Libya ordered

MANILA (Updated 7:07 a.m.) — The government has already ordered mandatory evacuation in Libya due to the rising political tension in the country.
The Department of Foreign Affairs (DFA) raised the crisis alert level in Libya to 4, which means mandatory evacuation and repatriation of Filipinos at the expense of the government.
However, only 91 Filipinos have manifested their desire to be repatriated, as of Monday morning.
Based on the records of the DFA, there are about 1,600 Filipinos still in Tripoli and its neighboring suburbs.
Majority of the Filipinos in Libya are nurses and medical workers.
In preparation, DFA Undersecretary Esteban Conejos said the International Organization for Migrants has chartered a ship that would carry about 400 Filipinos from Tripoli to Alexandria where they could take commercial flights back to the Philippines.
Other aircraft will also be chartered by the government to transport Filipinos back to the country.
While rebel forces have started to occupy even the Libyan capital, Deputy presidential spokesperson Abigail Valte said those Filipinos who wished to avail the repatriation should call the embassy first for safety purposes.
“As of the moment, we were told that it’s very unsafe doon po sa streets so stay where you are and please try to contact the embassy first before making any decision to move out of your homes or your places of employment,” she said.
She, meanwhile, assured that the embassy personnel will remain in Libya until all Filipinos are repatriated safely.
Most of the 26,000 Filipinos in Libya already left since the unrest started in the Middle Eastern country six months ago.
Ban
Overseas Filipino workers are still banned from going to Libya even as hostilities in the country are expected to end soon.
This was announced by the Philippine Overseas Employment Administration (POEA) on Monday, saying that the deployment ban stays “until the political and the security situation has normalized.”
The Department of Labor and Employment (Dole) and the POEA temporarily halted the deployment of new hires to Libya owing to the rising political tension in the country.
Over the weekend, anti-government rebels have managed to enter the Libyan capital believing that Moammar Gadhafi’s 42-year rule might end.
But even if the situation improves, a process still needs to be followed before the deployment ban is lifted, POEA Administrator Carlos Cao said.
“The ban stays for now because the DFA and Dole are now doing their best to bring home the remaining OFWs there,” said Cao.
The POEA Governing Board will be the body that will issue the lifting of the ban once the DFA declares that the area is already safe for Filipinos.
Stay indoors
Meanwhile, Malacañang has advised Filipinos in Libya to temporarily stay indoors while the government is mapping out plans for their safe repatriation.
Valte said President Benigno Aquino III has been advised by the International Organization of Migration (OIM) about the risk of staying outdoors, even for the people in the embassy, due to tensions and violence thus stalling the planned repatriation of Filipinos working and living in strife-torn Libya.
“We have been advised that it is highly, it is extremely unsafe for our people in the embassy to go out now to check the situation of our fellow Filipinos,” Valte said.
“The President has given the instructions to validate the situation and to see what else can be done to help the Filipinos who want to be repatriated,” she added.
Syria
Meantime, on the situation on Syria, Valte assured that the Filipinos there are being properly addressed by the government.
“The DFA’s quick response team arrived over the weekend. They were deployed as quickly as possible and for those who need help, you can contact the embassy so they may extend the assistance that you require,” she said.
Malacañang reiterated its call for repatriation in Syria before the situation there worsens as it is happening in Libya.
