Mayor settles traffic row

ILOILO City Mayor Jed Patrick Mabilog has put in place specific parameters to define the function of traffic policemen and agents of the Transport Management and Traffic Regulation Office (TMTRO).
Mabilog on Friday arranged a meeting between Western Visayas Police Director Cipriano Querol Jr. and City Councilor Plaridel Nava with city traffic chief Mitch Antiqueña over a misunderstanding on traffic regulations.
The police traffic personnel earned some criticism from Nava, who cited lack of protocol and courtesy as if the City Government is not capable of directing the traffic.
Mabilog said it was agreed that no penalty will be exacted on drivers caught in illegal parking but the violator will be given a warning ticket.
“The penalty for illegal parking will be suspended until end of July but definitely, subsequent violators will be exacted fines starting August 1, 2011,” the mayor said.
However, penalties and fines for all other traffic violations will continue and both the TMTRO agents and traffic policemen will issue temporary operator’s permit (TOP) citation to violators.
Mabilog also strongly welcomed the reported deputation of 150 traffic policemen to help implement traffic rules and regulations in the city.
Similarly, the city mayor admitted he admires and respects the symbolic initiative of Querol in personally directing traffic in Jaro district last week with Land Transportation Office (LTO) agents even without coordination with the TMTRO.
The launching of joint efforts between the police, LTO, and the city was held on July 4 as a result of the Traffic Summit held on June 16 at the Provincial Capitol.
Mabilog failed to attend the launching as he was in Metro Manila.
During the summit, a memorandum of agreement (MOA) was signed between Mabilog and Iloilo Governor Arthur D. Defensor, in cooperation with regional heads of the Department of Public Works and Highways, Philippine National Police, Land Transportation Franchising Regulatory Board, LTO, the Iloilo City Police Office and Iloilo Provincial Police Office.
The city and province of Iloilo forged a joint action plan to affirm commitments and address the transport and traffic management issues that confront and sometimes irritate both local government units.
The MOA formalized the creation of a task force to effectively implement Republic Act 8794, or an “An Act Imposing a Motor Vehicle User’s Charge (MVUC)” on owners of all types of motor vehicles and for other purposes.
The said agreement calls for regulations and sanctions on overloading trucks and trailers, non-compliance of transportation regulations regarding standard of body reflectors, head, tail and signal lights of motorized vehicles and regulations of tricycles and pedicabs on national roads.
Similarly, the MOA stipulates the rigid implementation of DILG Memorandum Circular 2011-68 where no tricycle or pedicab should operate on national highways utilized by four-wheel vehicles.
