Militant lawmaker warns of higher fares with ‘Open Skies’

BAYAN Muna party-list Representative Teodoro Casiño said Sunday that the Philippines should go slow on opening its skies to foreign airlines, saying it may mean higher ticket prices for travelers.
He said rushing to open up air travel may go the way of oil deregulation and the privatization of the power industry.
“Both promised lower prices for oil and electricity but the opposite happened. The government should not make the same mistake again,” he said.
An Association of South East Asian Nations report released in 2008 said liberalizing the region’s airline industry could result in lower airfares and gains for low-cost carriers. It also warned, however, of a “risk of anti competitive behavior, such as predatory pricing and collusion.” It also said differences in operating and business environments would prove a challenge.
Casino said the Civil Aeronautics Board, which the President has ordered to pursue an open skies policy, will not be able to bring in foreign carriers anyway.
“Open skies will not guarantee foreign airline flights to the country,” he said, adding the government has to address the lack of infrastructure and facilities, and the image of the Philippines abroad first.
He said Mactan-Cebu International Airport Authority (MCIAA) has given landing rights to 38 foreign airlines but only five have taken advantage of this.
The leftist lawmaker also said that only 10.97 million seats of 47.4 million seats available in 2009 were actually sold and used.
The MCIAA lists 10 international passenger airlines that fly to Cebu. These include Cathay Pacific, Korean Air, Jeju Air, Malaysia Airlines, Qatar Airways, China Airlines, China Eastern, China Southern, Asiana Airlines, and SilkAir.
MCIAA has recorded 4,508 international flights from January to June of this year.
Tourism Secretary Alberto Lim, who resigned Friday, said in an interview that his replacement should continue the “pocket” Open Skies policy to attract more tourists.
Executive Order 29, which President Benigno Aquino III signed in March, has authorized the Civil Aeronautics Board to negotiate on foreign access “to the country’s airports other than the Ninoy Aquino International Airport without restriction as to frequency, capacity and type of aircraft.
