Militant lawmakers seek probe into ‘cover-up’ in Mayuga report

TWO Bayan Muna party-list lawmakers sought a congressional inquiry into the Mayuga report, which cleared some military officials of involvement in the alleged fraud in the 2004 presidential elections.
Representatives Neri Colmenares and Teddy Casino filed Tuesday House Resolution 1654, directing the House committees on suffrage and electoral reforms, and national defense and security to conduct an inquiry into the report prepared by Vice Admiral Mateo Mayuga.
The Mayuga panel interviewed 73 witnesses and wrapped up its inquiry in October 2005. It submitted its report to the military leadership in January 2006. The full report, however, was never released during the Arroyo administration.”The annexes of the report reveal that the Mayuga panel covered up all the leads to the involvement of certain officers of the AFP (Armed Forces of the Philippines) in the intricate cheating operations that assailed the 2004 polls to ensure the victory of Macapagal-Arroyo and her favored national and local candidates,” the House resolution read.
Colmenares and Casino also stated that recent exposes of Senior Superintendent Rafael Santiago on the alleged Batasan break-in and that of suspended Autonomous Region in Muslim Mindanao governor Zaldy Ampatuan on the involvement of former First Gentleman Mike Arroyo in the alleged rigging of poll results are like pieces fitting together in a jigsaw puzzle fraud.
“The coming out witnesses and evidence of the alleged electoral fraud committed in 2004 shows that 13th Congress might have committed grave error in the performance of its constitutional duty to canvass and proclaim the real and legitimate winner of the 2004 presidential elections,” they said.
“Congress can pursue the leads that the Mayuga Report ignored and the raid on the Batasan premises by PNP (Philippine National Police) officials to switch about 6,000 election returns to ferret the whole truth on the alleged gigantic electoral fraud committed by President Arroyo and Garcillano,” the party-list lawmakers added.
The House of Representatives has already created an ad hoc committee to look into the break-in at the Batasan Pambansa complex in 2005. The probe will start on September 7.
The House committee on suffrage and electoral reforms, meanwhile, had been directed to conduct a separate probe on poll fraud allegedly committed in 2004 and 2007. (Kathrina Alvarez/Sunnex)
