Nationwide four-day work pushed

MANILA, Philippines — An administration congressman Sunday batted for a four-day work week in the country, saying that the proposed work schedule can be an effective measure to cut expenditures for both employers and workers.
Rep. Winston Castelo (LP, Quezon City) vowed to file the “Four Day Work Week Act of 2011” soon even as he cited the extended weekend that workers may spent with their respective family as among the strong arguments going for his proposal.
Castelo said that under the proposal, workers will still allot 40 hours of work for each week.
“It will still be 40 hours a week, but the work schedule will run from Monday to Thursday instead of until Friday. Public and private sector employees will put in two additional hours of work daily,” Castelo said.
The neophyte lawmaker was apparently inspired by the four-day work week being implemented in the House of Representatives.
While lawmakers are required to report for three plenary sessions per week they are sometimes tasked to do attend to an additional day for committee hearings.
House employees are mandated to log in four days in office, from Mondays to Thursdays.
”There won’t be any reduction in the required 40 hours of work every week, nor any cut back in service or productivity,” Castelo said.
He claimed that the 10/4 formula will save employees least 20 percent in work-related expenses, including meals and transportation fare.
According to Castelo the 10/4 work formula seeks to address the “economic difficulties” caused by rising prices and stagnant wages,
It would be recalled that the Arroyo administration started the implementation of AO 32 which cut the work week of government em-ployees to four days a week on April 2002.
But in May 2005, Malacañang announced that the four-day work scheme may no longer be continued due to some disadvantages af-fecting the productivity of the employees.
In June 2008, in response to Arroyo’s order, to conserve electricity and fuel, the National Economic Development Authority started studying the proposal of the Department of Budget and Management to implement again the four-day work scheme for government offices. (Ben R. Rosario)
