OFFICIAL functions of the Environment Secretary and a newly-appointed Presidential environment adviser will not overlap with one another.
Malacanang pointed this out on Friday, saying that the appointment of Neric Acosta as Presidential Adviser for Environmental Protection would assist Environment Secretary Ramon Paje in addressing issues.
“The role of a Cabinet Secretary is line agency, he has an agency to handle. The presidential adviser is more towards advising or suggestion of policies. So I don’t think there will be an overlapping, in fact, they will help each other on that point,” Presidential spokesperson Edwin Lacierda said.
Both officials will discuss their roles to be able to maximize their individual resources.
Reports have indicated that Acosta, a defeated Liberal Party senatorial candidate, was being groomed to replace Paje a year after the ban on appointing defeated candidates ended last May 11, 2011.

Lacierda downplayed that Acosta’s appointment was merely a political accommodation considering that are there already several agencies related to environment such as the Climate Change Commission.
“The President talked to Neric even before and his advocacy is in the environment. So, it’s a logically fit for Neric Acosta to be appointed as Presidential Adviser for Environmental Protection,” he said.
He also said that the graft case filed against Acosta has no bearing on his appointment.
“We believe that walang bearing ‘yun, that’s the reason why in-appoint siya. We believe na may sapat na depensa po si Neric Acosta doon sa kaso niya sa Sandiganbayan,” he said.
Acosta is facing several cases for violation of the Anti-Graft and Corrupt Practices Act before the Fourth Division of the Sandiganbayan.
Among the charges Acosta is facing was his illegal transfer of a solar tunnel dryer worth P2.5 million from Talakag town to Manolo Fortich, where his mother Socorro previously served as a mayor, for the benefit of Bukidnon Integrated Network of Home Industries Inc. (Binhi), a private entity. Members of Acosta’s immediate family were said to be incorporators of Binhi.
Acosta is also accused of allegedly misusing P10.5 million in public funds.
Asked if there is a need for Acosta to settle his cases first before assuming post, Lacierda said “Hindi naman po. Kasi alam niyo naman po yung kaso natin dito sa Pilipinas umaabot ng siyam-siyam baka by that time tapos na ‘yung administrasyon ni Pangulong Aquino. Sayang naman po ang galing at talino ni Neric Acosta.”
Meanwhile, Malacanang denied rumors that former Akbayan representative Risa Hontiveros-Baraquel will be appointed as administrator of Overseas Workers Welfare Administration.
“I had a meeting with her and she is not even aware of that news,” said Lacierda.
Hontiveros was earlier rumored to be appointed to the Department of Tourism following the resignation of Alberto Lim.
Aquino has yet to announce Lim’s replacement but said that he already chose somebody for the post. (Jill
