P300M allotted for expressways integration

CITY OF SAN FERNANDO — The Manila North Tollways Corporation (MNTC) has earmarked P300 million for the integration of the North Luzon (NLEx) and Subic-Clark-Tarlac expressways (SCTEx).
In a press statement, MNTC president Rodrigo Franco said integration works consists of removing toll barriers in the Mabalacat area of the expressways and replacing them with toll plaza entry and exits, and the relocation of the toll barrier in Segment 7 beside the SCTEx Tipo toll plaza.
Franco said introduction of electronic toll collection in SCTEx and installation of traffic management systems like closed circuit television and emergency call boxes along the expressway are also part of the integration.
MNTC, which is part of the Manuel V. Pangilinan-led Metro Pacific Investments Corporation, became the official concessionaire of the 94-kilometer SCTEx last month after signing a business and operating agreement with the Bases Conversion and Development Authority (BCDA).
The agreement is to make MNTC the operator of SCTEx for the next 33 years and discharge the BCDA from paying P34 billion debt to the Japan International Cooperation Agency (JICA) which will mature in 2041.
Franco clarified that it will take nine months to integrate NLEx and SCTEx and allow motorists to enjoy safe and seamless travel to Ilocos region, Cagayan Valley, Cordillera and Central Luzon as they need to satisfy certain conditions of the MOA.
“We need to satisfy certain conditions for our agreement to take effect such as getting the consent of JICA to the execution of our agreement with BCDA, getting the approval of the Office of the President and Toll Regulatory Board to the agreement, and getting a favorable opinion from the Office of Government Corporate Counsel on the legality of the agreement,” Franco said.
He added that MNTC is likewise obliged to submit a performance security before the execution of the supplemental toll operation agreement.
