P72-M dike asphalting project underway
CANDABA — The P72-million asphalting project on the Arayat-Apalit setback levee here has pushed through despite the strong opposition from members of the Pampanga Mayors’ League (PML) and other local leaders.
“Malaking bahagi na ng dike ang naaspaltuhan na. Sa unang tingin ay maganda ito dahil mula sa dating bako-bakong kalagayan ay patag na ito. Kaya lang ang totoong problema ay hindi parin nasulusyunan dahil inilagay ang asphalt ng hindi pinatitibay ang mahinang pundasyon nito,” said Genaro Sangalang, a resident here.
Department of Public Works and Highways (DPWH) Regional Director Antonio Molano earlier suspended the said project following the breaches in several portions of Arayat-Apalit setback levee during the onslaught of Typhoon Pedring.
Molano said the asphalting project needs a second look considering the structural foundation of Arayat-Apalit setback levee has been weakened by the strong current of water spilling over from the Pampanga River during the past typhoon.
The action of Molano was followed by the passage of a resolution by the PML calling the attention of President Benigno Aquino to suspend all infrastructure projects intended for the third and fourth districts of the province, including the same asphalting project.
PML president Mayor Jerry Pelayo earlier explained the current structural defects of the setback levee have rendered it in a critical condition. The structure serves as the second line of defense of the province against flooding.
