Palace denies black propaganda as reason for Alvarez’s removal

MALACAÑANG on Tuesday denied that black propaganda had a hand in President Benigno Aquino III’s decision to replace Customs Commissioner Angelito Alvarez.
Deputy presidential spokesperson Abigail Valte said the President considered the official’s performance and not the negative publicity about him.
“Certainly, the President based it on performance. That’s how he weighs things and he also considers the merit,” Valte said in Filipino.
Alvarez earlier alleged that the people who were affected by his crackdown on smuggling activities might have been behind the smear campaign launched against him. He said many people are trying to jockey for his position.
President Aquino on Monday confirmed that Alvarez is on his way out and announced that he has chosen a replacement.
While he has yet to announce Alvarez’s successor, unverified reports indicate that it will be former Muntinlupa congressman Ruffy Biazon who earlier expressed willingness to accept the Customs post if offered.
Biazon ran as a senator under the Liberal Party, Aquino’s party, but lost.
Other names reportedly being considered include Bureau of Corrections (BuCor) chief Gaudencio Pangilinan, former Cagayan Rep. Manuel Mamba, former Camarines Norte Rep. Liwayway Vinzons Chato, and Elizabeth Lee, former president of the Chamber of Auto Manufacturers of the Philippines (Campi).
Valte said she has yet to receive confirmation if Alvarez has already tendered his resignation. She is also unaware whether the President personally talked to the Customs chief regarding his replacement.
The spokesperson also said that the Malacañang expects the new Customs head to “cleanse” the bureau and “achieve its collection target”.
“We expect the new Customs commissioner to cleanse the Customs system and of course being a revenue-generating agency, they should reach their target. We really need the revenue from the BOC,” she said.
In the first seven months of 2011, the BOC collections reached P149.84 billion, lower than the P152.96 billion collected during the same period.
Alvarez was linked to a controversy in the Bureau of Customs involving the 2,000 missing container vans in the Port of Manila, which cost the government more than P240 million revenue losses in 2011.
In a separate report, Alvarez said he is going to report to work on Wednesday, as he continues to wait for his successor to be made public.
“Papasok ako tomorrow. For as long as wala replacement ko. I would turn over the BOC ng maayos like what Commissioner Napoleon Morales did to me. I intend to do the same thing out of courtesy,” he said.
The BOC chief said he respects the decision of President Aquino, who appointed him to the position 14 months ago.
“Mahirap i-question ang decision ng Presidente. Being a presidential appointee anytime alam ko pwede ako palitan. I respect his decision,” he said. (Jill Beltran/FP/Sunnex)
