Pampanga town’s cityhood bid opposed

CITY OF SAN FERNANDO — The Tarlac Provincial Board recently passed a resolution informing the Congress bicameral committee of the former’s opposition to a Pampanga town’s cityhood bid.
Tarlac Governor Victor Yap approved the resolution that also highlights the current boundary dispute between the Municipality of Bamban, Tarlac and the Municipality of Mabalacat, Pampanga, which is subject of a petition for Mandamus and is pending before the Supreme Court on a petition for review.
“This Sanggunian hereby manifests its opposition to the approval of House Bill No. 2509 and to any document or survey plan showing the inclusion of the area, subject to the boundary dispute between Bamban and Mabalacat,” the Tarlac Provincial Board said in its resolution.
The Tarlac Provincial Board also asked the bicameral committee to further review and deliberate or amend the house bill with the boundary dispute in proper perspective.
In 2008, tension rose between the two municipalities when Bamban started to exert its alleged right over the areas being occupied by Barangay Calumpang, Mabalacat along Sacobia River.
It was learned that portions of Sacobia belong to Mabalacat and Bamban.
Earlier, barangay officials of Calumpang complained that a Bamban-based quarry operator has been hauling sand from within the territorial jurisdiction of the village.
Last year, Mabalacat Mayor Marino Morales said the Calumpang area along the disputed boundary has long been under the jurisdiction of Mabalacat, adding that most of the residents subject themselves under the political and territorial jurisdiction of Mabalacat.
Meanwhile, the Tarlac board is asking the Senate to include a specific provision in the cityhood bill that its approval should not prejudice the outcome or final resolution of the pending boundary dispute. (Ian Ocampo Flora)
