Pimentel stands for local governments, electoral reform
THE Philippines’ newest senator wasted no time on his first day at work Monday, as he promised to work for electoral reforms and to local government units more power.
In a privilege speech delivered on the Senate floor, Senator Aquilino Pimentel III said he would use the remaining time in what should have been a six-year term to reform Philippine elections.
He said he would “make the electoral process more resistant to corruption and cause the prosecution and jailing” of election fraudsters.
Pimentel, proclaimed last week by the Senate Electoral Tribunal more than four years into an election protest, said he had fought “rotten members” of the Commission on Elections and “rotten government officials” who proclaimed Juan Miguel Zubiri the winning candidate in 2007.
Zubiri has since resigned, saying he did not want to serve a term haunted by allegations of cheating. The SET decided last week that Pimentel had been a victim of massive cheating and said he beat Zubiri in 2007.
“Lest I be misunderstood, let me say I bear no one any ill will or personal hatred,” he said.
Pimentel also promised “to ensure that more powers, not less, will be devolved to the local government units, especially the barangay (village).”
Pimentel’s father, a former Senate president, is also known as the father of the Local Government Code. Both Pimentels opposed the postponement of elections in the Autonomous Region in Muslim Mindanao that should have been held earlier this month.
Congress approved the postponement, prompting the Pimentels and the PDP Laban party to petition the Supreme Court for an injunction on the postponement.
Senator Ferdinand Marcos Jr., chairman of the Senate committee on local governments and critic of poll postponement, said he welcomed Pimentel’s advocacy for local governments.
Pimentel said he will also champion the concerns of the youth sector and of overseas Filipino workers.
“I fought for justice and got it,” he said, adding it is time for him to make “justice a little more speedily responsive to the legitimate grievances of the masses.”
After his oath taking before Davao Oriental Governor Corazon Malanyaon last Friday, Pimentel also said he would favor Mindanao during budget hearings and in his priority bills.
By tradition, Senate President Juan Ponce Enrile administered Pimentel’s oath of office before the Secretary of the Senate called the roll.
