Police commission to explain ‘tailored’ chopper specifications

THE National Police Commission (Napolcom) will have to convince senators on Thursday that it did not change the specifications for police helicopters to fit those of helicopters allegedly owned by former First Gentleman Jose Miguel Arroyo.
Director Conrado Sumanga, chief of logistics at the Napolcom, said Monday that changes in the specifications of Light Police Operational Helicopters (LPOH) were made to make sure more helicopter models would fall within the Philippine National Police’s (PNP) requirement
s.The Napolcom issued its first set of LPOH specifications in February
2008 but amended them in April of that same year.He said that the first set of specifications, which required 225-horse power engines, would have meant that only units sold by US-based Enstrom Helicopter Corp. would qualify for the contract. The requirement was lowered to 220HP, giving the PNP more helicopter models to choose from.
“We had it changed to make it more generic instead of brand-specific,” former Local Government secretary Ronaldo Puno explained.
He said the Napolcom, the PNP’s policy-making body, only set the minimum standards for the contract but was not involved in the actual bidding for three LPOHs the PNP Special Action Force acquired in 2009.
Senator Franklin Drilon, in past hearings, said the requirements seemed to have been tailor-fit to accommodate Robinson Raven I helicopters believed to be Arroyo’s.
“You tailored, actually, the (kind of) helicopters to be purchased,” Senate President Juan Ponce Enrile observed Monday morning.
But Sumanga said it wasn’t quite clear why senators would think that since the Napolcom based its specifications on comparative data. He said the minimum speed of 100 knots meant that at least two Enstrom models and the Robinson Raven I qualified.
Senator Teofisto Guingona III, committee chairman, said the Napolcom will have to come back to the next hearing, set for Thursday morning, to explain how it conducted its comparative study. He said the data used by the Napolcom seemed to have been taken from company websites.
Puno, asked to respond to earlier testimony that some PNP officials had known the helicopters were second-hand even when the contract required brand-new units, said the deal should not have been allowed.
“If they knew that, they knew it was illegal. They should have terminated it right away,” he said.
Puno said he had no idea that Arroyo owned the helicopters, and had he found out, “we would have been the first to raise hell.” (Sunnex)
