Police fail to study papers for chopper purchase

MANILA (Updated 10:58 a.m.) — A top police official said Thursday that he did not check the bid documents for the purchase of two used helicopters in 2009 when the contract required brand new units.
Police Director Luizo Ticman, chairman of the bids and negotiations committees in the purchase of “brand new” used helicopters by the Philippine National Police (PNP), told the Senate Blue Ribbon Committee that he did not study the project proposal.
Senators Senator Teofisto Guingona III and Panfilo Lacson filed a resolution in July to hold an inquiry on a purchase in 2009 of three Robinson Raven helicopters for the PNP Special Action Force. They said that according to flight records, two of the helicopters had flown for around two years before the PNP bought them.
During the hearing, it was found out that the Manila Aerospace Products Trading Corporation (Maptra) indicated on its bid documents that two of the helicopters were “service center condition” and not brand new.
However, as Ticman said, he did not bother to study the proposal, saying he just relied on recommendations from his fellow members of the committees.
He said, however, that nobody influenced the negotiations committee to favor the deal with Maptra.
Based on documents submitted to the Local Government department, the two choppers were previously owned by Asian Spirit Inc. in 2004, leased later to Lion Air Inc. and then mysteriously sold by Manila Aerospace Products Trading Corp. (Maptra) to the PNP as brand new in July 2009.
The two choppers were delivered, after inspection by the PNP, on February 12, 2010.
Police Superintendent Claudio Gaspar Jr., from the PNP team that inspected the units, also confirmed that the helicopters were second hand.
Guingona, committee chairman, noted that one of the helicopters had been flying since 2004 and had been used by the family of former President Gloria Macapagal-Arroyo.
“If it was flying in 2004 and was sold in 2009, obviously, that’s second hand. I don’t think you need technical competence for this,” he said.
Ticman said bidding on the proposed purchase of three light operational helicopters failed so the project was referred to the negotiations committee.
The only other bidder, Beeline, asked a higher price for three Enstrom helicopters, he said.
Senator Sergio Osmena III, who was also at the hearing, said Beeline’s bid was just P2,000 higher for three brand new helicopters.
Maptra, reportedly owned by one Hilarion “Larry” De Vera, used to be a single proprietorship firm but was incorporated under the Securities and Exchange Commission on June 15, 2009.
