Poll official removed from panel probing election fraud

A POLL official who previously exposed an overpriced contract for ballot secrecy folders has been removed from a joint panel investigating alleged fraud in the 2004 and 2007 elections.
Commission on Elections (Comelec) Director Ferdinand Rafanan was removed after he supposedly continued to publicly criticize the poll body, days after he was reassigned from the Law Department.
Rafanan’s removal was confirmed by Comelec Chairman Sixto Brillantes in a phone interview on Friday.
“Director Rafanan is being removed from the Law Department and the joint DOJ-Comelec panel and will be transferred to another department of co-equal position,” Brillantes said, refusing to disclose the poll official’s new assignment.
Rafanan, who exposed a P690-million contract to supply ballot secrecy folders months before the 2010 elections, was replaced because he allegedly refused to comply with an agreement that he will stop criticizing the Comelec.
“We have already agreed last Wednesday that he will stop talking before the media especially regarding his being re-assigned. There were handshakes and agreement between him and the en banc. But come Thursday morning, there he went again talking on radio about how he was being removed from the department,” Brillantes said.
Department of Justice Secretary Leila de Lima has already been informed about Rafanan’s removal, the Comelec chief added.
Rafanan’s permanent replacements in the two positions have yet to be determined by the commission en banc.
“We may just announce it on Wednesday, a day before the order takes effect,” said Brillantes. (AMN/Sunnex)
