Quarry stakeholders agree on ‘dry run’

CITY OF SAN FERNANDO – Stakeholders in the local quarry and hauling operations in Pampanga on Wednesday agreed to a “dry run” early next week on weighing of trucks from their points of origin.
Supposedly on Wednesday, the Department of Public Works and Highways (DPWH), Land Transportation Office (LTO), Philippine National Police (PNP), North Luzon Expressway (NLEx) of the Manila North Tollways Corporation and Capitol are signing a memorandum of agreement on curbing overloading, which the Capitol has voluntarily purchased six portable weighing scales to address the problem of haulers regarding quarry hauls.
The principle advocated by the Provincial Government was the use of a “one way ticket” from the quarry source via NLEx to the point of destination, where weighing starts from designated weigh stations.
Governor Lilia Pineda has decided to purchase the portable weighing scales, in lieu of the government agencies’ lack of capability to provide them, as officials including trucker groups are bent on purchasing permanent weighbridges to dispel concerns of distorted reports and “mismatching” in weighing points.
Truckers from Nueva Ecija, Tarlac, Bulacan and Pampanga have recently agreed to a P30 weigh fee hike just to settle the issue and raise funds for permanent weighbridges.
Arnold Liwanag, president of the Pampanga Truck Owners Association of Pampanga, told Sun.Star Pampanga that correlating the weighing scales of Capitol and that of NLEx would address the “loophole”.
“After fine-tuning the agreement, we saw it best that NLEx bring their portable weighing scales to our strategic areas where Capitol’s scales are located. There, we can compare results and hopefully rid of discrepancies.”
For Provincial Government Environment and Natural Resources chief Engr. Art Punsalan, it’s a matter of “synchronization”.
“What stakeholders really want is synchronization just like what Governor Lilia Pineda and Vice Governor Yeng Guiao wants. A dry run will be done staring early next week,” Punsalan said.0
“The good thing here is that the DPWH has volunteered to identify the sites for the permanent weighbridges and the PNP and LTO moving to deputize personnel who will man our checkpoints. It’s really a big development in Capitol’s desire to regulate the quarry and hauling industries,” added Punsalan.
For his part, Provincial Board Committee on Environment and Natural Resources chairman Nestor Tolentino bared that violators of the overloading law will be dealt with severely.
“From the results of our meeting, we have reached a consensus to once and for all resolve our problem on overloading and put in place necessary interventions. Synchronization is the start; law enforcement the second. For perennial violators, we are now formulating sanctions and penalties so they will know that in Pampanga, laws are laws,” Tolentino said.
