Robredo leads opening of Balibago social hygiene clinic

ANGELES CITY — Department of the Interior and Local Government (DILG) Secretary Jesse Robredo led Monday the inauguration of the Balibago Social Hygiene Clinic, the first barangay-owned and controlled social hygiene station in the country.
Robredo lauded the efforts of the Balibago barangay council, with the help of the City Council, for initiating the project aimed at monitoring and preventing the spread of the dreaded human immunodeficiency virus (HIV) and acquired immune deficiency syndrome (Aids) in the city.
The DILG head said the establishment of the hygiene clinic is a first step toward solving bigger problems.

“Kailangan natin ang pansamantalang tugon. At habang ginagawa natin ito ay makakahanap tayo ng long-term solutions sa real cause ng problema kagaya ng poverty at kawalan ng hanap buhay,” Robredo said.
He even called for unity in addressing the country’s problems, saying “malakas tayo kung tayo ay nagkakaunawaan (We are stronger if we understand each other).”
Balibago chairman Rodelio Mamac said the barangay council, through Resolution NO. 22, Series of 2011, created the clinic that will also handle the physical examination of workers, including bar girls, in the city’s entertainment district.
Mamac said the barangay council spent a total of P3.6 million for the project; P1.5 million for the ambulance; P1.5 million for the construction of the clinic; and P800,000 for medical equipment and supplies.
Mamac said the project was designed to help “combat and reverse” the spread of HIV and Aids in the city.
City health officials stated that there are more than 100 confirmed HIV cases in the city.
“Reproductive health and weekly serologic testing are the core services of the facility to cover all clients not otherwise accommodated by the City Hygiene Clinic,” Mamac said.
“The social hygiene facility is just a first phase of the Health Reform Program of Barangay Balibago,” he added.
He also said that they are targeting an initial of 2,000 clients who will pay the barangay for clinic services at P70 each.
The proceeds from the operation of the hygiene facility will provide equity for the Balibago Birthing Home and Health Center, equipped with x-ray machines and drug-testing equipment, said Mamac.
Vice Mayor Maria Vicenta Vega Cabigting, who represented Mayor Edgardo Pamintuan, lauded the Balibago council for establishing the barangay-based social hygiene facility.
Vega-Cabigting said the clinic will complement the City Government’s efforts in addressing the prevalence of HIV-Aids and other sexually transmitted diseases.
The vice mayor said those who cannot be accommodated for smear tests at the Reproductive Health and Wellness Center (RHWC) can now avail the services of the Balibago Social Hygiene Clinic.
“We support this project as it will be a good partner of the city social hygiene clinic, now RHWC, to accommodate all the 14,000 entertainers, guest relations officers and other employees working in various entertainment establishments that undergo smear tests every week,” Vega-Cabigting explained.
Other officials who graced the event were Clark Development Corporation president Felipe Antonio Remollo, DILG Central Luzon director Florida Dijan, and Angeles City Health Officer Dr. Lenario Santos, among others.
