Security measures in place for Sona

MANILA — Security officials said safety measures are in place to ensure a smooth conduct of the second State of the Nation Address (Sona) of President Benigno Aquino III Monday.
National Capital Region Police Office (NCRPO) Director Alan Purisima said on Sunday that five police security task forces will take care of the security measures, traffic preparations, as well as coordination with the City Government of Quezon City and other government agencies to ensure a peaceful Sona.
“Nakahanda na kami para sa Sona at nakalatag na ang mga security preparations (We are ready for the Sona),” Purisima said, adding the entire NCRPO is under full alert status.
Under a full alert status, all leaves, furloughs and rest and recreation of policemen are cancelled to ensure that they are prepared to respond on a round-the-clock basis to any emergency situation.
Authorities said 7,000 policemen will be deployed in Metro Manila during the Sona. An augmentation force of P1,800 will come from the police regional offices in Ilocos, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, and Bicol.
Personnel from the National Capital Region Command of the Armed Forces of the Philippines are also on alert and ready to assist the police if any need occurs, the NCRPO chief said.
Purisima, however, said they have not monitored any specific or imminent threat during the Sona.
At the same time, he said the police will maintain the “maximum tolerance” policy in dealing with protesters. He said members of the police Civil Disturbance Management (CDM) contingent have been warned not to bring firearms during their deployment.
The CDM, which acts as frontliners during demonstrations, are only allowed to bring their shields and truncheons. Purisima said CDM members who will be caught with firearms will be meted with corresponding sanctions.
The police official appealed to rally organizers to police their own ranks to prevent saboteurs and agitators from infiltrating the planned mass actions.
To prevent clashes from breaking out, authorities said pro-administration rallyists will hold their activities along Commonwealth Avenue in front of the Commission On Audit (COA) building, while those against will be allowed at the Quezon Memorial Circle.
Protest
Rally organizers said they expect more than 15,000 protesters to march to the Batasan complex where the President will make his second Sona.
Earlier, Bayan Muna secretary general Renato Reyes Jr. deplored the deployment of 7,000 policemen to secure the President as “overkill”. He said the present administration is clearly emulating the action of its predecessor.
Reyes said their Sona protests will begin Sunday afternoon, highlighted by an overnight vigil along Tandang Sora near Commonwealth Avenue.
On Monday, the group plans to eat eggs for breakfast to symbolize “the failure of the government in addressing the issues of the poor and that poor families can only avail eggs to eat.”
The militant group has also made an effigy of what they call “President Penoy”, a play of words referring to partially developed duck egg or “penoy”.
Traffic
To ease traffic congestion near Batasan complex on Monday, Purisima said they have coordinated with the Metropolitan Manila Development Authority (MMDA).
MMDA Chairman Francis Tolentino earlier said the agency will deploy at least 1,100 traffic enforcers as early as 4 a.m. on Monday to guide motorists on the traffic re-routing plan.
He said tow trucks and emergency vehicles of the MMDA will also be on standby and ready to respond to any distress calls with the agency’s Metro Base monitoring traffic and personnel deployment on a round-the-clock basis.
He said 10 MMDA tow trucks augmented by two more from the Quezon City Department of Public Safety (DPS) will be deployed near the Sandiganbayan building.
However, the MMDA said the Unified Vehicular Volume Reduction Program or the “number-coding” scheme will not be lifted.
“Only one of the 17 local government units in Metro Manila will be directly affected by the Sona, so we decided not to suspend the number coding implementation,” said MMDA Assistant General Manager and spokesperson Tina Velasco.
Classes suspension
Due to the expected heavy traffic and protest actions, the Department of Education (DepEd) has announced a suspension of classes in Quezon City Monday.
The class suspension covers all kindergarten, elementary and secondary school in both public and private schools in the city.
Dr. Elena Ruiz, DepEd-National Capital Region director, said they came up with the decision to suspend the classes after consultation with the local government and law enforcement authorities.
The official said there is no reason to cancel the classes in the entire capital as the protest action will only be limited to several sites such as near the Batasan complex in Quezon City and Mendiola in Manila.
Classes are also suspended in tertiary institutions in the city, including the state-run University of the Philippines in Diliman.
Aside from UP Diliman, classes were also temporarily cancelled at the ABE International Business College (Commonwealth), Access Computer College (Lagro), AMA Computer College (Fairview), Asia School of Arts and Sciences, Asian Institute of Computer Studies, Ateneo de Manila University, Bestlink Institute of IT, Colegio de Sta. Teresita de Avila, Datamex-College of St. Adeline (Fairview), Diliman Computer Technology Institute, FEU-Fern College, FEU-Dr. Nicanor Reyes Medical Foundation, Institute of Community and Family Health, Mary the Queen College, Metro Manila College, Miriam College, National College of Business Administration (Fairview), New Era University, Our Lady of Fatima University, St. Anthony Mary Claret College, STI Fairview, St. Bernadette of Lourdes College and St. Dominic Institute.
Earlier, lawyer Julito Vitriolo, executive director of the Commission on Higher Education, said they are leaving it up to the management of colleges and universities the decision whether to suspend classes or not.
He said heads of colleges and universities may order the suspension of classes if the traffic and peace and order situation during the Sona may be “detrimental”. (AH/Sunnex)
