Village chief denies traders’ accusations

ANGELES CITY – Balibago village chairman Rodelio “Tony” Mamac has denied the accusations of unlawful arrest, arbitrary detention, grave threat, and abuse of authority hurled against him by a karaoke owner and his employees.
Mamac said that on August 2, he sent his men to the Tol’s Masaki Karaoke Pub for an inspection in line with the enforcement of Barangay Ordinance Number 06-11, an ordinance establishing the Barangay Balibago Social Hygiene Clinic.

Mamac said barangay inspectors discovered that some employees of the said establishment are working sans permits.
The village chief even denied reports that there was a raid on the karaoke pub on the said date and that its workers and managers were arrested.
“We invited them here in our barangay hall to explain why their workers have no permits,” he said.
The report, which came out in another newspaper, is false, according to Mamac.
“Ala naman naganap na raid and hindi namin sila inaresto nung una. Inimbitahan lang naming sila dito sa barangay,” Mamac said.
Mamac claimed that the bar managers and workers were charged and turned over to the police and only after they refused to pay a fine of P1,000 for violating the said ordinance, which states that club workers working without permits will be fined.
The owner of the karaoke pub and his employees asked the City Council to suspend Mamac in connection with the incident.
Complainants Carlo Manalastas, owner of Tol’s Masaki Karaoke Pub, and his managers Frederico Gregorio and Ruth Cruz filed charges of unlawful arrest, arbitrary detention, grave threat and abuse of authority against Mamac and councilman Abel Reyes.
In a letter to the City Council, the complainants sought the preventive suspension of Mamac and Reyes to protect their witnesses and evidence from the influence of the barangay officials.
The case started when Reyes and his companions went to the pub and allegedly threatened to arrest pub workers for lacking “barangay worker’s permit.”
Gregorio claimed he later went to the barangay hall to appeal to Mamac to allow the pub management to settle dues later, but Mamac instead ordered the raid of the pub and the arrest of all 15 pub workers.
He said Mamac demanded P1,000 fee per worker for a total of P15,000.
Gregorio said Mamac later released the workers except him and Cruz whom he allegedly refused to set free despite the intervention of their lawyer.
Early on August 3, the complainants were turned over to police station 4 where a report accused them of resisting arrest and disobedience to persons in authority.
They were held at the station until their inquest later in the same day before the Office of the City Prosecutor.
The City Council is set to hold an en banc session on Tuesday to hear the case.
