Witnesses under DOJ program ‘should undergo psychological exams’

POTENTIAL witnesses will have to undergo physical and psychological examinations before being admitted to the government witness protection program once a House bill is enacted into law.
House Bill 5060, authored by Agham party-list Representative Angelo Palmones, seeks to determine if the potential witness is physically, medically, and psychologically fit to enter the program.
Palmones said a witness may be admitted into the program if he will pass the medical, physical, and psychological examinations conducted in a government medical facility and by government doctors and psychologists.
“RA 6981 (Witness Protection, Security and Benefit Act) did not provide for these examinations of potential witnesses. Many times in the past, witnesses admitted into the program have been lost because there were no previous medical examinations done,” he explained.
According to the lawmaker, witnesses under the program suffer tremendous physical stress and it is imperative that those administering the program be informed of the physical conditions of the witnesses so that precautionary measures can be undertaken to safeguard their health.
“Many witnesses recant or change their testimonies or outrightly refuse to testify later because being under the program also exerts emotional and psychological pressure particularly to unstable witnesses,” he said.
Palmones said the psychological examination will identify these unstable witnesses and the program can institute remedial measures or decide not to admit these kinds of witnesses.
The Witness Protection Program under the Department of Justice will be receiving P172.9 million under the proposed budget for 2012. The amount was increased from this year’s P166.4 million. (Kathrina Alvarez/Sunnex)
