Barangay Assembly Day set for Dec. 11

PRESIDENTIAL Proclamation 74 dated November 24, 2010 directs the conduct of a Nationwide Barangay Assembly Day on December 11, 2010.
The guidelines in the conduct of the said activity were disseminated through Department of Interior and Local Government (DILG) Memorandum Circular 2010-137, signed by Secretary Jesse Robredo.
The Barangay Assembly Day, as stated in the circular, will enable the new set of barangay officials to meet their constituents and enhance the process of institutionalizing the tenets of transparency, responsiveness, accountability and participation at the barangay level.
During the activity, all barangay chairmen and barangay councilmen are expected to present their barangay’s current state of development and financial status. The officials will discuss all proposed plans and programs to be implemented in the next three years with their constituents.
DILG Circular 2010-122, or the Guideposts in Promoting and Sustaining Barangay Good Governance, particularly on transparency of barangay financial records, will be given emphasis.
To reaffirm before their constituents their commitment to promote and uphold barangay good governance, barangay officials will be recite the Panunumpa Para sa Mabuting Pamamahala Tungo sa Tuwid na Landas. This will likewise manifest their solidarity with the program dubbed Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad to commemorate two decades of local autonomy in the country.
The barangay officials may also undertake other activities they deem appropriate to create awareness and generate participation among their barangay’s residents. All provincial governors and city/municipal mayors were enjoined to ensure compliance of barangays within their jurisdiction and extend assistance to the barangays for the successful conduct of the said event.
