Binay calls as ‘politically motivated’ COA audit

VICE President Jejomar Binay branded on Wednesday as “politically motivated” the ongoing audit being conducted by the Commission on Audit (COA) on all the projects he undertook when he was still the mayor of Makati City.
Binay said the audit being spearheaded by a task force headed by COA Commissioner Heidi Mendoza is part of a demolition campaign against him by those who are “insecure” because of his high survey ratings and who see him as a threat to their own presidential plans in 2016.

“By that time, I’m not denying that I will be running. Right now, I am not yet a candidate and yet there is already a demolition being hatched against me,” he said, adding that those behind this could have been insecure on him because of his still high ratings.
The Vice President said it was “not normal” that issues that have already been answered and clarified in previous audits are being resurrected.
One of the projects reportedly facing scrutiny is the Makati Friendship Suites, which was housing facilities originally bought for informal settlers but were turned into a hostel.
Binay said, however, that the projects being examined have already passed previous audits.
The Vice President also took note of negative statements made by Mendoza against him, noting that the Commissioner had headed several special audit teams during the Arroyo administration.
The findings of the Mendoza team served as the basis for the filing of a case against former Makati Mayor Elenita Binay, the Vice President’s wife, but it was dismissed by the Sandiganbayan for lack of factual basis.
Binay said the Mendoza audit was consistent with information his office received that by December he would be out from his post.
The former Makati mayor refused to identify the people behind the moves against him but said it has something to do with political plans in 2016.
Binay defeated former senator Manuel “Mar” Roxas II, who was the running mate of President Benigno Aquino III, during the 2010 elections.
Malacañang, meantime, was quick to wash its hands on the alleged plot to file an impeachment complaint against the Vice President.
“We have no information on the planned impeachment,” Presidential spokesperson Edwin Lacierda said.
“On the COA audit, we leave it with Commission on Audit to explain. I’m not familiar with the workings of the Commission on Audit primarily because it is a separate constitutional office,” he added.
He said COA chairman Grace Tan would be the best person to respond to the statement of Binay.
Malacanang refused to comment on the accusations of Binay that Mendoza has personal motivations in undertaking the audit.
“It behooves the Commission on Audit to ensure that any audit should be politically insolated and they have a constitutional functions mandate to perform their duties and that should be free from any politics,” Lacierda said. (SDR/Jill Beltran/Sunnex)
