Bishops: Character change more than Charter change
EVEN as government leaders continue to debate on whether to amend the 1987 Constitution, the influential Catholic Bishops’ Conference of the Philippines (CBCP) spoke Tuesday of a more important change: character.
At the weekly Church-organized forum, CBCP president Archbishop Jose Palma said it would be better if the public would first learn how to follow existing laws before thinking of amending them.
“We have many beautiful laws. So, for us, I think we should really try to be law-abiding citizens first. We have good laws, we just choose not to follow it,” said Palma.
He said, however, that there may also be enough reason to review the current Constitution but that it will not be for the bishops to identify or push for them.
“Maybe, these are issues better discussed by people that are more knowledgeable of the situations and people who are really of the competence to evaluate particular laws,” said Palma, referring to lawmakers.
Earlier, Palma expressed the CBCP’s openness to the recently revived Charter Change moves in Congress if and when the government leaders find it necessary.
Last Monday, House Speaker Feliciano Belmonte Jr. and Senate President Juan Ponce Enrile failed to convince President Benigno Aquino III to agree to their initiative to amend the economic provisions of the Constitution.
Still, the President had agreed to refer the proposed changes for study and comment by his economic and legal teams in consultation with the private sector.
In a separate briefing, House Majority Leader Neptali Gonzales II related the President also asked leaders of Congress if the amendments will not touch on the current political structure.
“Both leaders of Congress gave the assurance that they will not support any changes to the political provision of the Constitution,” he said.
Consulting the President, Belmonte said, is important because his voice will hold sway over congressmen-allies.
“We do need his concurrence because in the first place because it requires three fourths vote in both Houses and I don’t think that can be on the basis alone on the charisma of (Cavite Representative) Jun Abaya and Boyet (Neptali) Gonzales,” he said.
The Speaker said Charter Change should take off within the year or else Congress will focus on other priorities.
