Cong Yeng mulls bill protecting Pinatubo

CLARK FREEPORT–First District Rep. Joseller “Yeng” Guiao is gearing to file an urgent bill in Congress to have Mt. Pinatubo and its surrounding communities declared as “protected area”.

This was the announcement made by Guiao during a general membership meeting with Hotels and Restaurants of Pampanga (HARP) recently.
The filing of his bill came in the heels of R.A. 7586, an act providing for the establishment and management of a national integrated protected areas system.

Guiao explained to the members of HARP the need to safeguard and preserve the historical significance and natural environment of Mt. Pinatubo from further destructive practices and unfettered development.

Department of Tourism regional director Ronnie Tiotuico quoted Guiao to have said: “While protecting and preserving the natural assets of Mt. Pinatubo, this will also make it more attractive to tourists.”

As provided for the under same act, protected areas refer to identified portion of land and water set aside by reason of their unique physical and biological significance, managed to enhance their biological diversity and protected against destructive human exploitation.

These areas are public lands that are habitats of rare and endangered species of plants and animals, biogeographic zones and related ecosystems, whether terrestrial, wetland or marine all of which shall be designated as protected areas. Categories of protected areas include: strict natural reserve, natural park, natural monument, wildlife sanctuary, protected landscape and seascape, resources reserve, natural biotic areas and other categories established by law, convention or international agreements.

Guiao, Tiotuico said, commissioned the DOT 3 to prepare plans and programs for its sustainable development.
The solon also asked Tiotuico to lead the creation of a technical working group which will include government agencies, local government units, private entities and non-government organizations.

In June 1991, Mt. Pinatubo erupted in what was known as one of the biggest eruptions of that century.
In 1999, DOT 3 initiated the establishment of Mt. Pinatubo “Kabuhayan sa Turismo” program in Sta. Juliana, Capas, Tarlac, where the safest and quickest route to the crater is found. The program has provided economic opportunities to hundreds of indigenous people and other entrepreneurs thru livelihood projects and job creation. Until now, thousands of trekkers find their way to the village every month.

Earlier, at the opening of the 16th Congress, Guiao already filed a bill to declare June 15 of every year as a special non-working holiday in the province of Pampanga and Angeles City to be known as the “Mt. Pinatubo Memorial Day.” ● Marna Dagumboy-del Rosario
