DRAGONAIR HAILED PGKM wary of Clark flights ‘overconcentrated’ to HK

CLARK FREEPORT- The advocacy group Pinoy Gumising Ka Movement has hailed Cathay Pacific Airways’ subsidiary Dragonair for launching flights at the Clark International Airport here.

This, even as PGKM, expressed apprehension over what it called “over concentration of Clark flights to a single destination: Hong Kong.”

Dragonair joins Cebu Pacific, Seair-Tiger Airways and Airphil Express in multiple daily Clark-Hong Kong-Clark flights. Philippines Air Asia is set to launch its own flights to the former crown colony in July.

“While the travellers would be benefited from a variety of choices among the airlines, which would redound to lower airfare, the industry will in the long run suffer,” PGKM chairman Ruperto Cruz said in an interview. “It will be survival of the fittest among the airlines.”

Cruz however noted that Dragonair “has one over the other airlines servicing Hong Kong.”

“It goes beyond Hong Kong, being a subsidiary of Cathay Pacific Airways,” Cruz said. “Dragonair passengers from Clark can connect, via Hong Kong to Cathay Pacific flights to destinations in Europe, the United States and the Middle East.”

Cathay Pacific and Dragonair are reported to service have 18 destinations in China and 130 worldwide.

Conspiracy

The overconcentration of Clark flights to Hong Kong according to Cruz “may yet be another hand in the conspiracy to discredit Clark as a true international airport.”

“For one, it could foster an image for Clark as good only for regional flights, and for low cost carriers at that, precluding the entry of legacy carriers,” Cruz said.

“Then, more flights than the market can sustain could result to reduction, if not outright cessation (of flights) which would make Clark a less attractive proposition for airlines.”

Cruz has faulted the Clark International Airport Corp. for “shortsightedness” as regards flight destinations from Clark.

“It looks like flights-for-flights as express policy at CIAC,” he explained. “Basta masabi lang na may dumarating na flight, kahit pare-pareho lang ang destination, ipinagmamalaki na nila.”

“Can’t CIAC look towards the direction of Vietnam, Brunei, Indonesia, even Myanmar in the ASEAN region; other destinations in China, like Guangdong, Shanghai, Beijing; maybe Japan and Taiwan, and the Middle East?” asked Cruz, who, as a businessman, is a frequent flyer around Asia and the United States.

To Cruz, the CIAC is “wasting the opportunity provided for by the OFWs (overseas Filipino workers) whose largest number comes from northern and central Luzon.”

“Instead of striving to get Middle Eastern airlines servicing OFWs to land in Clark, the CIAC is lying down in satisfaction over the regional low cost carriers. That is no way to run an international airport,” he said.

Getting Middle East flights to Clark will also help in the decongestion of the Ninoy Aquino International Airport, Cruz noted.

“More legacy flights from more destinations will surely pave the way for Clark ultimately being the country’s premier international gateway,” Cruz added.

The PGKM has since 1992 embraced as its primary advocacy the full operationalization of the Clark International Airport as the country’s premier gateway to the world with its elevated location, expansive area of 2,500 hectares and superior parallel runways constructed at the time of the American occupation of the then Clark Air Base following the standards of the United States Air Force.
