Ex-Capitol exec in hot water over Ampatuan assets
CITY OF SAN FERNANDO— A former official of the provincial government here is now in hot water after the Bureau of Internal Revenue (BIR) filed a P27-million tax evasion case against him last week.
Atty. Arnel C. Manaloto, former deputy provincial attorney and former appointments secretary of then governor Among Ed Panlilio, was charged before the Department of Justice by the BIR for failing to declare properties which he acquired in 2011.
Based on the investigation of the BIR, Manaloto declared a total income of only P1.495 million in 2011 yet he bought eight real estate properties in the same year from his client Andal Ampatuan Jr. The properties are located at Una Subdivision in Davao City and Maguindanao province for which he paid P20 million according to the deed of absolute sale.
Ampatuan is one of the principal suspects in the worst election- related violence in Philippine history and worst attack on the media in history.
The BIR added that Manaloto earned P37.97 million last year but failed to pay the corresponding taxes.
Manaloto was charged with violation of Sections 255 and 275 of the National Internal Revenue Code (NIRC) while his auditor, Erwin Sicango Carreon, is also charged for “making false entries, records or reports or using falsified or false accountable reforms.”
The BIR computed Manaloto’s deficiency income and value added tax (VAT) liability at P27.56 million for 2011, including surcharge and interest.
Manaloto, whose law office is located at Sto. Entierro Street Angeles City, was reportedly hired by Ampatuan sometime in 2010, when multiple murder charges were filed against the latter for the brutal killing of 58 people in Maguindanao on November 23, 2009.
In a report from the Philippine Center for Investigative Journalism (PCIJ) last week, Manaloto was only admitted to the Bar in May 2005, raising questions about his financial capability.
Archie Reyes, also a former close aide of Panlilio, confirmed that Manaloto worked at the Capitol as deputy of Atty. Aiza Velez and later on as appointments secretary until his falling out with then Capitol administrator Vivian Dabu.
