‘Ex-chairmen in city hall payroll’

ANGELES CITY–A newsman here disclosed that the city government’s list of job order (JO) employees include former village chairmen.
Robledo Sanchez, a newsman, made the disclosure through a complaint filed against Mayor Edgardo Pamintuan before the Office of the Ombudsman on October 19.
In his complaint, Sanchez said that several former barangay chairmen are under the payroll of Mayor Edgardo Pamintuan’s administration as job order employees of the city government.
“Mukhang gumagawa ng political machinery ang administrasyon,” Sanchez said adding that, “Pero ginagawa nila ang political machinery na ito at the expense of the people. Pera iyan ng tao.”
He added that the former barangay captains are among the city’s 2,506 JO employees, receiving rates between P272 to P972 per day.
Among these former chairmen are Jeremias Alejandrino of Pandan who is paid P972 per day and Aymer Alvarado of Sto. Cristo; Pedro Lansang of Cuayan; Jesus Nogoy of Sapangbato; Edgardo Ocampo of Margot; Reynaldo Pamintuan of Ninoy Aquino; John Sladky of Agapito del Rosario; and Enardo Tayag of Pulung Maragul, who all receive a P272 daily rate.
Also included in the list are Francisco Ang of San Jose of (P570 daily rate); Eduardo Lopez of Sto. Cristo (P272); Angelito Caparas of Sto. Domingo, receiving P800 daily rate under disaster enhancement; Angelo Yanga of Salapungan, P850 daily rate under Barangay Affairs and Public Assistance Center; Gloria Tanhueco of Pulungbulo, P650 daily rate under program for senior citizens; Dexter Basco of Claro M. Recto (P500) and Eduardo Lopez of Sto. Cristo (P272).
Sanchez noted that Alejandrino, who served three terms as chairman of Barangay Pandan, is designated as a System Analyst/Programmer.
“Paano siya magiging Systems Analyst eh wala naman siyang I.T. knowledge,” Sanchez said, “Isa pa, naka-assign siya sa dumpsite, anong pino-program niya doon?”
In the same complaint, Sanchez said the city government spends a total of P20 million every month to pay for the salaries of its 2,506 JO employees.
He said that some of these job order employees occupy the same position within a department or a program, usually as administrative assistants or administrative aides but they are being paid different rates, with some receiving as high as P25,000 a month.
Sanchez revealed that the city government’s Solid Waste Management Program has the biggest number of job-order employees with 183 while the Traffic Management Program has 137 employees.
He also noted that the Tourism Promotion and Development Program’s 62 job-order employees receive daily rates ranging from P600 to P650.
Aside from Mayor Pamintuan, Sanchez also filed the case against City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and the different respective Department Heads primarily for violation of Republic Act (RA) 3019 or the Anti-Graft and Corrupt Practices Act and RA 6713 or the Code of Conduct and Ethical Standards of Public Officials and Employees.
Lazatin’s hireling
In a statement, Mayor Pamintuan said Lazatin is at the height of desperation for filing such case against him.
Saying the case was politically motivated, Pamintuan said he have heard of it after Lazatin announced his candidacy.
“[Newsman] Sanchez, a self-styled media person, is just a hireling of Lazatin. The matter of hiring job order (JO) employees was also a practice of Lazatin when he was mayor,” Pamintuan said.
Most if not all LGUs and national government agencies, Pamintuan said, resort to hiring job orders and contract of service employees because of the limited number of plantilla positions, particularly if an LGU is implementing many programs and projects.
“All the JOs we hired are doing specific tasks from being street sweepers, traffic enforcers, market guards, day care workers, barangay health workers, hospital staff, fiscal and court personnel to program heads. Many of these JOs working on the field as street sweepers, traffic aides, garbage collectors, sanitary workers, among others,” Pamintuan said adding that not all are working in the offices of the city hall building.
“Even Dr. Marietta Gaddi, the vice president of the City College of Angeles is a job order employee. She has a PhD. Bishop Joe Briones, who is head of the Task Force One Million Trees is also a JO employee. Most of our nurses and health workers, who deal with life and death situations, are likewise job order employees,” the mayor said.
Pamintuan said his 8-point agenda, or platform of governance, are mostly implemented by JOs. He added that some of the JOs in the city hall were hired by Lazatin himself, who he retained because of the nature of their tasks, which is continuing, such as street sweeping and garbage collecting.
Moreover, Pamintuan said JOs were hired to do specific tasks within a certain time frame. Their contracts range from three to six months, which is allowed under rules and regulations of the CSC.
“But during the time of Lazatin, it was reported that the caretakers of his cock farm and his house help are JOs paid by city hall. In fact, there were more JOs during the time of my predecessor. This is an issue I will face squarely even if it just pure political harassment,” Pamintuan said.
