Job order workers stage rally, call Tarzan ‘heartless, anti-poor’
ANGELES CITY—Job order employees of the City Government here staged a rally at Plaza Miranda, Barangay San Nicolas, this city to protest what they called as “a well-orchestrated political harassment masterminded by the master-TRAPO Congressman Carmelo ‘Tarzan’ Lazatin.”
John Sladky, a job order assigned with the Barangay Affairs and Public Assistance Center (BAPAC) said, “We decided to have this rally at Plaza Miranda to let the people of Angeles City know first-hand the dirty tactics of Tarzan Lazatin. Plaza Miranda is the best venue and it is in the heart of Angeles City. Lazatin’s so-called jungle base is not in Angeles City but in San Fernando.”
“We are job order personnel earning daily wages. We are not government employees. We do not have other benefits. But still we are very grateful to our Mayor, Atty. Ed Pamintuan, for our jobs and making us part of the implementation of his priority programs,” Sladky explained.
“We are contented working 8 hours a day, 22 days per month or even more not really minding the early political noise until Lazatin involved us in his brand of dirty politics. We are now being questioned as if we did something illegal. We are deeply hurt by such baseless and malicious accusations against us and Mayor Pamintuan. The instigator is definitely heartless and anti-poor,” said Marlon Macasaeb of the Angeles City Traffic Enforcement Unit.
Early this week, the Lazatin camp issued a press release revealing that Robledo Sanchez,a media practitioner, filed a graft case before the Ombudsman against Mayor Pamintuan for employing around 2,506 job order employees.
Sanchez said that the hiring of the JOs is against civil service rules and regulations specifically the non-submission of the JOs appointments.
The JOs are claiming that Sanchez is just a stooge of Lazatin and the filing of the said case was the instruction of the 78-year old congressman.
“To add insult to the injury caused by Lazatin, we found out that Mayor Pamintuan committed nothing illegal in employing us. The 2004 civil service memoranda that were used by Lazatin against us was already obsolete as it has been repealed by a 2006 resolution and MC Circular No. 1, Series of 2007 which clearly stated that our appointments need not be submitted to the Civil Service Commission for review. This only proved that there was indeed malice and ill-intent in the latest moves of Lazatin,” said Allen Mercado of the Angeles City Disaster Relief, Mitigation and Management Office (ACDRRMO).
“We are very supportive of Mayor Pamintuan. We believe these are the reasons why Lazatin wants us out. He knows that we could greatly contribute to help ensure Mayor Pamintuan’s reelection,” said Dexter Basco, a job order from BAPAC.
Fe Macayanan of Barangay Pulungbulu and assigned to the Gender and Development Office, explained that, “This rally is only the beginning of our struggle for our rights and for a better Angeles City. We now know that our existence as job order employees is legal and very legitimate. We are part of a city that has risen from its own ashes like the phoenix.”
“We give valuable services at city hall and all its field offices. We work inside government offices, at the material recovery facility, in all field offices of the city government, in the streets of Angeles City, at the barangay, and all other areas where our services are needed. Virtually we are here, there and everywhere, to quote The Beatles, and we can campaign against Lazatin and for Mayor Pamintuan as we are not covered by civil service regulations against electioneering,” she added.
“Lazatin is trying to put political pressure on Mayor Pamintuan. The old man is trying to direct next year’s elections in Angeles City into his own self-serving battleground. Lazatin thought that the mayor will react to his allegations. But he is wrong. This time, he will be surprised,” said Alma Vital of the Persons With Disabilities (PWD) office.
“We work every day assisting in the delivery of medical services. Now, we are being questioned. That is totally unfair,” said Kryssel Santos, a Job Order registered nurse assigned at the Ospital Ning Angeles (ONA).
“Sa panahon ngayon ay lubos kaming nagpapasalamat na bumalik si Mayor EdPam na handang tumulong sa aming mga job orders,” said Goingco De Jesus, a Job Order worker at Materials Recovery Facility in Barangay Pampang.
“Nagrarally kami dahil nasaktan kami sa mali at malisyosong paratang sa amin ni Tarzan Lazatin. Hindi siya karapat-dapat maging opisyal ng Pamahalaan lalo na bilang ama ng siyudad ng Angeles dahil wala siyang puso para sa ordinaryong mamamayan,” said Sonny Saraton, a market guard.
“Noon akala namin makatao si Tarzan Lazatin, Hindi pala totoo. Gusto niya kaming mawalan ng trabaho. Mabuti nalang nandyan si Mayor EdPam na nagtatanggol sa amin. Laban ito para sa aming karangalan at pagkatao, para sa aming karapatang maghanapbuhay ng marangal,” said Adeliza Austria, a Job Order working at the Gender and Development Office.
