Joint congressional team to review government expenditures
THE Senate and the House of Representatives have formed a joint oversight congressional committee on public expenditures, which is initially tasked to review the P39.5-billion fund for the conditional cash transfer (CCT) program of the government.
House committee on appropriations chair Joseph Emilio Abaya Jr. will lead the House contingent while Senator Franklin Drilon, chairman of the Senate committee on finance, will lead the Senate delegation.
“The members of the joint body have been named and we are planning to oversee and monitor the disbursement of the CCT funds,” Abaya said.
The CCT program implemented by the Department of Social Welfare and Development (DSWD) received an allocation of P39.5 billion. The subsidy program targeted to cover three million poor families.
It provides poor families a monthly cash allowance of up to P1,400 (P500 per household and P300 per child for up to three children).
Abaya said the oversight committee will also study how funds for different agencies were spent, including the P238.8 billion budget of the Department of Education, P44.4 billion of the Department of Health, and P140 billion for infrastructure projects, among others.
“This is part of President (Benigno) Aquino’s thrust for good governance under ang daang matuwid (the straight path) where checks and balances between the Executive branch and Congress are observed,” he added.
“Ensuring that public funds go directly to the needy in accordance with the disbursement laws is one of the tasks that President Aquino has set in his government,” Abaya, a close ally of the President, said.
Budget Secretary Florencio Abad said earlier that the national budget for 2013 could reach P2 trillion. The budget approved by Congress for the current year is P1.816 trillion.
