Lawmaker: Congress needs time to tackle Charter change
A LEADER of the House of Representatives said Charter change proposals seeking to put high priority on the military budget is “notable” but Congress lacks time to pursue amendments in the 1987 Constitution.
House Majority Leader Neptali Gonzales II said deliberations on the 2013 national budget and next year’s midterm elections will take up much of the time of the present Congress.

“The proposal of Senate President (Juan Ponce) Enrile is very noble, but I don’t think we have enough time to push Charter amendments. We are running out of time because Congress will be very busy deliberating on next year’s national budget and, of course, all candidates are now preparing for the 2013 elections,” Gonzales said.
In a radio interview, Enrile said Congress should consider amending the Constitution so that military spending could be given a high priority amid the country’s territorial dispute with China over the Panatag (Scarborough) shoal.
Earlier, House committee on constitutional amendments chairman Loreto Leo Ocampos said Congress would drop moves to amend the Constitution if everybody is not on board with the proposal.
Parañaque City Representative Roilo Golez agreed with the position of Enrile but said a strong military capability could be accomplished even without constitutional amendments.
“Charter change is always a difficult if not impossible proposition. I know that from experience. But I agree with Senator Enrile that we must give our security-military establishment higher priority,” he said in a text message.
“The economy and security are conjoined twins in any national development program. I think we can accomplish this even without Charter change,” added Golez, vice chairperson of the House committee on national defense and security.
Cebu City Representative Tomas Osmeña, for his part, pointed out that there is “too much corruption in the military and too much (is) spent on retirement.”
