Lawmaker seeks to revisit bidding process

CITY OF SAN FERNANDO — Fourth District Board Member Ricardo “Ric” Yabut wants to revisit the procedures and guidelines being followed by the Provincial Bids and Awards Committee (PBAC), after discovering that more than P52 million in infrastructure projects of the previous administration were implemented by only a “few” contractors.
Yabut said he wants to know if the bidding process is not tainted with irregularities, considering that the total budget allocation for infra projects was almost equally distributed to at least five contractors.
“We are doing this in the spirit of transparency and accountability. We just want to be sure that bidding in the capitol is open to all qualified interested bidders and not being monopolized by some groups,” he stressed.
Yabut, committee chair on Public Works, made an ocular inspection of various provincial infra projects, construction of which started before the end of the term of then Governor Eddie “Among” Panlilio.
“Napansin natin na ang may mahigit na limampu at dalawang milyong pisong proyekto ay pinaghatian lamang ng may limang contractors. Ang gusto lang nating malaman ay kung talagang nasunod ang proseso ng bidding batay sa
itinatadhana ng batas,” he added.
The board member observed that WH Builders got four projects amounting to P13.4 million followed by Jorbench Construction and Trading with P11,454,000. Third in rank is EML Construction and Trading with P9.5 million.
Other contractors who benefited from infra projects of the previous administration were St. Roach Construction and M&B Zamora with P8 million each.
As this developed, there were also reports that only members of a particular contractors’ association participated in the provincial bidding process, excluding other non-members despite the fact that they are qualified and capable to implement the proposed project.
Yabut, together with the Provincial Engineer upon the verbal instruction of Governor Lilia “Nanay Baby” Pineda, inspected the said projects which are already “due for payment.”
Among the infra projects inspected were the renovation of Porac District Hospital, renovation of the Department of Science and Technology (City of San Fernando), asphalt overlay of Sto. Domingo Lourdes San Isidro-Telacsan-Colgante provincial road (Minalin-Macabebe-Apalit), repair of Provincial Treasurer’s Office, concreting of San Rafael Barangay Road (Guagua), improvement of San Juan-San Jose Natividad-Lambac Pulung Masle Road (Guagua), construction of Mandili Dike slope protection (Candaba), two-storey building San Luis District Hospital, construction of Laundry and Seamstress Building at Balitucan District Hospital (Magalang), improvement of Dormitories, Grandstand Building at Bren Z.
