Lawmaker wants inquiry on NLEx toll hike

CITY OF SAN FERNANDO — Third district Representative Aurelio Gonzales Jr. filed a resolution urging the House Committee on Transportation to hold an inquiry into the circumstances surrounding the recent toll increase at the North Luzon Expressway (NLEx).
Gonzales said the House resolution aims to ensure if “an appropriate balance was attained between protecting the general public from arbitrary toll increases on one hand and boosting investors’ confidence on the other.”
To recall, the Manila North Tollways Corporation (MNTC), which operates the 85-kilometer North Luzon Expressway, implemented a 12 percent increase in toll fees effective January 1.

The congressman stressed that the hike comes in the heels of rising fuel prices and the clamor from the transport sector for a fare hike. He added that there is a need to determine whether appropriate processes, such as, but not limited to, consultation and publication, were followed prior to the implementation of the increase.
“Despite general satisfaction by more than 156,000 motorists who use the NLEx on a daily basis, there are still complaints regarding the long queues in the toll booths as well as the lack of ample illumination in certain areas of the NLEx stretch which may pose a danger to motorists traveling these areas,” Gonzales said.
Gonzales also said that while the MNTC, in their contract with the government, is allowed to increase the toll every two years, there is a need to determine the basis for computing the level of increase that is being levied so that an appropriate explanation can be made to the general public.
“Congress needs to look into the issues at hand in order to strike a balance, as far as practicable, between protecting the general public from what some construe as arbitrary toll increases on one hand, and ensuring that investors are not discouraged from investing in government infrastructure projects, on the other,” Gonzales said.
