Legarda: Let’s build a disaster-resilient Central Luzon

CLARK FREEPORT, June 8 (PIA) — Senator Loren Legarda called on various stakeholders in Central Luzon to build disaster-resilient communities in the region by working hand in hand in the management of the Pampanga River Basin.

“We need to ensure improved management of the Pampanga river basin as the whole of Central Luzon and nearby provinces in Regions I and II will be greatly affected by hazards that would hit the river basin, and the tributaries connected to it form a system that supports life and livelihood of a great proportion of the country,” Legarda stressed in her keynote speech during Thursday’s Collaboration Workshop on Climate Change Adaptation and Disaster Risk Reduction in Clark Freeport.

Legarda pointed out that Region III is an important source of the country’s basic needs, as it remains the top producer of rice generating some 2.6 million metric tons last year.

Meanwhile, Pampanga River Basin provides about 90 percent of the domestic water needs of Metro Manila.

However, Legarda noted a study by the Manila Observatory, which revealed that Central Luzon is a high-risk region while Pampanga is the second most at-risk province nationwide in terms of vulnerability to disasters and climate change.

During the onslaught of Typhoons “Pedring” and “Quiel” in 2011, massive rains flooded several provinces including Pampanga, Bulacan, and Nueva Ecija and damaged a total of 281,754 hectares of agricultural land and 530,000 metric tons of palay estimated at P8.6 billion in Region 3 alone.

“We have to keep in mind that climate change adaptation is water adaptation. Implementing sustainable management of river basins builds the resilience of communities and the economy. This results from both effective water governance, which builds adaptive capacity that is vital to successful climate change adaptation, and well-functioning watersheds,” Legarda explained.

The lady legislator added that it is imperative to integrate disaster risk reduction and climate change adaptation into local governance.

“In relation to our disaster resiliency efforts, I am pleased to announce the passage of the bicameral report on the People’s Survival Fund, which will be a funding facility for climate change programs of local government units (LGUs),” she added.

Around 500 local officials and employees and representatives from national government agencies, non-government organizations, academe, youth, and the private sector attended the Collaboration Workshop, which was co-sponsored by Legarda, Agencia Española de Cooperación Internacional para el Desarrollo and Department of Interior and Local Government via the local government academy.

The one-day event seeks to initiate a shift from a reactionary and uncoordinated manner into a proactive and cooperative approach in building our communities resilience to disasters.

The workshop would also be a valuable input to Legarda’s proposed Philippine River Basin System Administration Act of 2012.

Topics that were discussed include harmonizing initiatives towards disaster risk reduction and climate change adaptation mainstreaming in local governance, creating a common action: the Pampanga river basin situationer, alliance building for LGUs, building ownership: the Pampanga basin master plan, mobilizing networks and building alliances towards a pro-active river basin, river basin initiatives and defining the roadmap for the river basins: the way forward.
