NBI to probe law student’s death

THE National Bureau of Investigation (NBI) will now look into the death of San Beda law student Marc Andrei Marcos who was believed to have died due to injuries sustained from fraternity hazing.
Undersecretary Francisco Baraan III, officer-in-charge of the Department of Justice, ordered NBI Director Nonnatus Cesar Rojas to conduct a parallel probe of Marcos’s death and to determine the identity of the perpetrators so that they may be brought to justice.

“The NBI is hereby directed to immediately conduct an investigation into the reported killing through hazing of a San Beda College of Law student (Marcos), and to submit its initial findings not later than the morning of Friday, August 3, 2012,” he said.
Baraan said the NBI should coordinate with their police counterparts and relay in its report the circumstances that attended the incident.
Marcos’s bruised body was brought to the De La Salle University Medical Center in Dasmariñas City, Cavite, around 10:30 p.m. Sunday by two women and two men. He was pronounced dead on Monday, the latest fatality of fraternity hazing in San Beda.
Authorities have yet to name the fraternity involved in the hazing, but the Cavite provincial police already identified the owner of the farm where the hazing supposedly took place.
The police tagged as suspect Gian Veluz, a third-year law student in San Beda Alabang, and member of the Lex Leonum Fraternitas.
Veluz is also the son of the owner of the subject farm. It was learned that the two men who brought Marcos to the hospital work for the farm, and are now also considered suspects.
In February this year, Marvin Reglos, also a law student at San Beda College, died of multiple organ failure sustained in an alleged hazing incident.
“It’s saddening that for the second time, the victim is from the San Beda College of Law. The first incident even involved my own fraternity. We, together with the (Justice) Secretary (Leila de Lima), have expressed our denunciation on this kind of hazing resulting to the death of neophytes,” said Baraan, who is a member of Lambda Rho Beta.
De Lima is also the co-founder of the sorority Lambda Rho Sigma, also in San Beda.
The death of a second victim of fraternity hazing in San Beda College of Law has revived calls to review implementation of the anti-hazing law.
“The law should be strictly implemented. The law should be upheld at all times. Those people who did the heinous act must be prosecuted. And, if they are apprehended, (they) should be prosecuted to the fullest extent of the law,” presidential spokesperson Edwin Lacierda said on Wednesday as he condemned the murder of Marcos and “those who have blood on their hands in this particular murder—heinous murder.”
Malacañang also agreed to the idea of amending the law regulating hazing or other forms of violence in fraternities and sororities.
Presidential Legislative Liaison Office (PLLO) chief Manuel Mamba said he is studying what possible amendments to be done to the law against hazing.
For her part, Senator Pia Cayetano called on senior fraternity members and alumni to break their silence to help solve the case and end the cycle of hazing-related deaths.
“It would seem that there is lack of interest and determination among fraternity leaders and alumni to address these senseless deaths. They should come out and stop hiding behind the cloak of secrecy and false sense of brotherhood,” she said.
Both Cayetano and Senator Francis Escudero said they will study proposals to amend the Anti-Hazing Law or Republic Act 8049, which regulates hazing instead of outlawing it altogether.
“If we want to eradicate hazing, then there must be firmly established chains of command responsibility within the colleges and universities that host fraternities. There must be accountability,” said Escudero, a member of the Alpha Phi Beta Fraternity.
