Pampangeño adjudged one of most outstanding lawmakers anew

ANGELES CITY — For three straight years, Pampanga First District Representative Carmelo Lazatin was chosen as one of the 30 most outstanding congressmen in 2010 by the Congress Magazine and Global News Network (GNN).
This was revealed by GNN and Congress Magazine’s editor-in-chief Frank Grego during a courtesy call held at Lazatin’s congressional office last December 1.
Grego told Lazatin that he wanted to deliver the news to the solon personally since he has been considered as one of the Hall of Famers to receive the prestigious award.
Grego said Lazatin was once again chosen because of his pro-poor bills and programs centered on education, health, employment and social services, and for the number of pro-poor house bills he had authored and passed.
The solon was also selected because of the infrastructure projects he had implemented in the First District of Pampanga that truly uplifted the lives of his constituents, especially the indigents and those in the rural areas.
“Awards like this keep us inspired to continue to serve our constituents and to continue to work hard to contribute more in the development of our respective districts,” Lazatin said.
Serving his second term in Congress, Lazatin was able to lobby for funding for construction and rehabilitation of various farm-to-market roads, for flood control projects, and for various government agencies’ school building projects, aside from his regular P40 million infrastructure funding.
Lazatin also allotted P15 million of his Priority Development Assistance Fund (PDAF) to various social services and educational and health programs.
During his first term as congressman, Lazatin implemented some P969 million worth of infrastructure projects from July 2007 to June 2010.
Among the solon’s projects are the construction of farm-to-market roads, construction and renovation of school buildings, and the rehabilitation of main roads and multi-purpose halls in barangays.
He has also allotted P15 million for education and at least P13 million for medical assistance and has filed a total of 187 house bills.
Out of the 187 house bills he authored and co-authored, seven were enacted into law including the Republic Act (RA) 9513, or the Renewable Energy Act; RA 9502, or the Cheaper Medicine Act; RA 9497, or an Act Creating the Civil aviation authority of the Philippines; RA 9645, or the Commemoration of the Founding Anniversary of Iglesia ni Cristo Act; RA 9779, or the Anti-Child Pornography Act of 2009; RA 9729, or the Climate Change Act of 2009; and the RA 9710, or the Magna Carta for Women.
The awarding ceremony is tentatively set for February at Manila Hotel, Roxas Boulevard, Pasay City. The Most Outstanding Congressmen award was launched in 1992. (Reynaldo G. Navales)
