Realignment of truth commission budget eyed

MANILA, Philippines — President Benigno Aquino III may have P83 million more at his disposal if the Truth Commission is finally declared unconstitutional by the Supreme Court.
Speaker Feliciano Belmonte Jr. said the commission’s budget would form part of the savings if it is discontinued, but added that he wants this realigned to agencies that can do the same work.
The commission, created through Executive Order No. 1, was struck down by the high court for violating the equal protection clause of the Constitution.
The body was tasked to go after officials of Aquino’s predecessor, former president Gloria Macapagal-Arroyo, now Pampanga representative, who were allegedly involved in corruption.
Congress kept intact the commission’s P83-million allocation in the 2011 national budget despite the ruling of the high court.
Belmonte said the funds can be realigned to beef up the budget of the Department of Justice.
“It would be used for the same general purpose intended here in this budget,” he said.
Or if Malacañang wants to, the money can also be used by the Presidential Commission on Good Government to pursue graft cases, although Belmonte expressed reservations about this.
Congress has transmitted the approved budget to Malacañang and Aquino is expected to sign it on December 27.
Belmonte said there is a conscious effort on the part of Congress to have a new budget as the New Year rolls in, instead of letting government operate on a reenacted budget.
He said Aquino is expected to send to Congress the proposed 2012 budget when he delivers his State of the Nation Address in July, giving the legislature more time to scrutinize it.
