Roxas: Banning Cellphones While Driving

CENTRAL Luzon lawmakers have urged Congress to fast-track the approval of a bill imposing stiffer penalties against motorists who are caught using their cellphones while driving.
The lawmakers led by Rep. Susan Yap-Sulit (2nd District, Tarlac), author of House Bill 318, said the measure will declare this dangerous habit as a criminal act.
Under the bill, drivers could be pulled over by traffic policemen if caught talking or texting while driving, Yap-Sulit said.
According to Yap-Sulit, while cellular phones have become an integral part of both business and personal lives, the alarming figures on cell phone-related accidents has transformed this technological gadget into a dangerous device.
The danger, she said, is not only to the lives and limbs of the general driving public but also to the innocent pedestrians.
The bill imposes a fine ranging from P3,000 to P10,000 or imprisonment of not more than one year.
Yap-Sulit cited the report of the Philippine Global Road Safety Partnership (PGRSP) and the Philippine National Police (PNP), showing that cell phone-related accidents significantly increased from 70 cases in 2008 to 491 in 2009.
The data, the lawmaker said, translates to an increase of 601% in road accidents involving motorists using cellular phones while driving.
Yap-Sulit said while the State recognizes the vital role of communication and information in national building, the State puts premium on the life and safety of its citizens by regulating the use of communication gadgets.
The early passage of the bill, she added, can save a lot of lives and properties and everyone shall benefit from the safety of our roads again.

Clark Development Corp. (CDC) also has sponsored the free treatment of at least indigent 123 patients from different places from Central Luzon, who have been suffering from harelip and cleft palate.
The free treatment operations dubbed “Operation Smile” were spearheaded by the Kapampangan Development Foundation (KDF) headed by Sylvia Ordoñez, in coordination with CDC president Benigno Ricafort. Many of the patients have been suffering from speech defects, operation of which will cost an average of P20,000 each.
The patients were treated at the Mother Teresa of Calcuta Medical Center in the City of San Fernando. Undersecretary Celia Yangco of the Department of Social Welfare and Development was principal guest in the formal opening of the free surgery mission.
Cooperating partners in the mission are the International Club, the Angeles City government, the Social Action Center (SACOP) of Pampanga and the Ospital Ning Angeles (ONA).
Operation Smile is a worldwide medical mission for children which aims to repair cleft lips, cleft palates and other facial and lip deformities.
