Service agency bares 2011 goals

CITY OF SAN FERNANDO — The Civil Service Commission (CSC) in Central Luzon has recently bared its goals for 2011.
Karin Litz Serna, chief of the CSC in the region, said improved public service delivery, strengthened transparency and integrity in government, raised morale of civil servants and mobilized bureaucracy for the development goals are the four priorities of the CSC for this year.
To boost the morale of government workers, Serna said the agency will work for increased pay and benefits, more access to credit, skills training and livelihood programs.
It will also conduct dialogues with government agencies, civic organizations and employee associations.
For employees to have an impact on development, Serna said they will be involved in activities on environmental protection, public health, poverty alleviation and promotion of the arts.
To improve public service delivery, CSC will implement the Anti-Red Tape Act (ARTA) which will include the removal of fixers, the improvement of front line service procedures, use of technology for speedy response to client’s needs and training employees for them to deliver better service, Serna added.
Under increasing transparency, she said the CSC will partner with civic organizations and international organizations to fight graft and corruption and also to provide security to whistle blowers.
CSC has earlier directed all government agencies and local government units to submit their anti-red tape programs.
The Office of the President issued Administrative Order 241 which identifies the priority government agencies in the implementation of the ARTA.
These agencies include the Bureau of Customs, Bureau of Fire Protection, Bureau of Internal Revenue, the Philippine Health Insurance Corporation (PhilHealth), and the city of Manila.
CSC has released the names of some 250 government agencies nationwide which have completed their Citizens Charter, installed public help desks, and began to crack down on fixers.
The charter identifies the services offered, the step-by-step procedures, the employees responsible for each procedure, the amount of fees to be paid, the documents to be paid by the clients and the procedures for filing complaints.
The City of San Fernando is an example in the efficiency and effectiveness in the delivery of public service.
